"He enjoyed talking about them, but never in a boastful way," said his daughter, Eleanor Poe Barlow of Friendship, Maine. "It was as if he were talking about friends. Of course, it made him very good company." After graduating from George Washington Law School in 1935, he joined future Secretary of State Dean Acheson's firm. That led to a membership in the exclusive Burning Tree Country Club, where he would play golf and give tax advice to the capital's heaviest hitters, including President Eisenhower. He also sang duets with President Truman. Mr. Barlow also served on a tax-reform committee for President Kennedy. In 1977, he retired to Florida, serving briefly on the Ocean Ridge Planning and Zoning Board. He spent the past few years finishing a three-volume account of his years at the law firm. He is survived by his wife, Eleanor Livingston Poe Barlow of Delray Beach; two other daughters, Jae Barlow Roosevelt of Cambridge, Mass., and Grace Barlow Bowman of McLean, Va.; and five grandchildren.
