Fraudulent telemarketers swindle Americans out of billions of dollars a year, according to the NAAG, which used the forum to announce a campaign to drive them out of business. A $700,000 Justice Department grant will be used to train prosecutors and investigators. Sting operations are being set up. State attorneys general also will work for tougher legislation prohibiting telemarketers from deducting money from checking accounts and using courier services to pick up money. The AARP has recruited 670 volunteers who have warned 24,000 people this year that their names are on "mooch lists," calling lists shared by scammers. Scam artists target senior citizens who are friendly and civic-minded, said Helen Boosalis, chairwoman of the AARP's board of directors. "They want to help, they're involved," she said.
