THE PALM BEACH POST SUNDAY, DECEMBER 7, 1997 3A U.S. aims to deter nuclear attack under new orders ;.v II t - l i : v V. ::..-.- Russian t cargo jet crashes into town I I - V r- r J The Washington Post WASHINGTON - President Clinton last month issued new guidelines for the targeting of U.S. nuclear weapons, jettisoning a Cold War dictum that the military must be prepared to win a protracted nuclear war that would devastate the globe, according to senior administration officials. Clinton's new orders to the Secretary of Defense and chairman of the Joint Chiefs of Staff require instead that the military aim its nuclear forces to deter the use of nuclear arms against U.S. forces or allies simply by threatening a devastating response, and drop any planning for a long nuclear war, the officials said. Clinton's highly classified directive replaces one signed by President Reagan in 1981 and marks the first time since the end of the Cold War that nuclear targeting guidance issued at the presidential level formally recognizes that no nation would emerge as the victor in a major nuclear exchange, the officials said. But the directive nonetheless calls for U.S. war planners to retain longstanding options for nuclear strikes against the military and civilian leadership and nuclear forces in Russia. Such planning reflects a widespread view among military officials in both nations that each side still poses a potential nuclear threat to the other even though Washington has-proposed to give Moscow $242 million in foreign aid next year. . Several sources said the di-: rective's language further allows targeters to broaden the list of sites that might be struck in the unlikely event of a nuclear ex-, change with China. In addition, the sources said,; the directive contains language' that would permit U.S. nuclearf strikes after enemy attacks using chemical or biological weapons,-an idea that has been hotly debated by independent arms control experts. - Clinton's action marks the; first formal adjustment in tt years of presidential policy for th& targeting of U.S. nuclear weapons; and could pave the way for fur-; ther reductions in the total number of such weapons by requiring that fewer be held in reserve for a protracted war, several senior of; ficials said. But they added that the directive reflects more continuity, than change in the military's effort to ensure that its strategic nuclear arms are ready to use at a moment's notice, an effort thaf costs an estimated $33 billion annually. : A television image shows the tail Siberian town. At least 36 bodies Officials fear the death toll, already at 38, could reach 100. The Associated Press I MOSCOW A Russian military cargo jet plowed into a residential neighborhood in a Siberian city Saturday, spewing fiery wreckage as it broke into pieces and hit an apartment building. At least 38 people were killed in one of Russia's worst air disasters; there were fears the toll could rise above 100. The mammoth An-124 plunged to the ground 20 seconds after takeoff from Irkutsk, damaging four apartment buildings, $n orphanage and a school, witnesses said. Scores of terrified children were evacuated. "I thought somebody was shooting. I only saw the plane tnoving quietly to the ground, one wing lower than the other," a woman told the Independent Television channel. I "Everything is in turmoil," Irkutsk journalist Valery fochekunin said. "I can see tens of bodies." ; Russian television stations showed pictures of the smashed aircraft's giant tail emblazoned with the red star of the former Soviet Union leaning against a five-story apartment building. The crew and people killed on the ground were terribly burned, they said. The plane's flight recorders were found, but would have to be examined in Moscow for clues on what caused the crash, they said. Skies were clear at the time. The plane was 10 seconds into its flight after taking off from an aircraft factory airport on the outskirts of Irkutsk when both left engines failed at 210 feet, the lTAR-Tass news agency said. The four-engine cargo jet, commonly known as the Ruslan, is one of the world's largest aircraft TV premiere In the ad, Tidwell says there are many things he won't do, including believe his own hype, but "There is one thing I know how to do. There was confusion about the number of people aboard the 220-foot jet, roughly the size of a later-model Boeing 747. The Defense Ministry said the plane was carrying 46 people, but the Ministry of Emergency Situations put the number at 23. There was no explanation for the contradiction. Both sides refuse to discuss it. Reebok and Showtime, however, did confirm last week there will be a new version of Jerry Maguire, being broadcast Jan. 17 in the film's cable premiere. They pulled at least 36 bodies from the demolished apartment building, and turned up numerous body parts. Also, two dead girls were retrieved from the orphanage, where they apparently died in the fire that raced through the neighborhood. The death toll was expected to rise as more than 1,400 firefighters, soldiers and medical personnel with heavy machinery and dogs scoured massive heaps of rubble. The rescue workers were preparing for a more extensive search in daylight.
