McCORMACK his fellows "it's the talk of the House" that 76-vear-old Speaker John W. McCormack should step down. Sam Gibbons. Tampa Democrat, says he hears from all sides Democrat and Republican " that it is time for John to step down." Gibbons. 48. sees McCormack. the Bostonian cartooned by Herblock this week in high collar and high-button shoes, as not the sort of image the party needs in the House. "Since we will have no one in the White House, the Speaker, in effect is the most powerful national Democratic office holder." he says. The flow of legislation through the House of Representatives is subject to the power and influence of the Speaker. Getting into the thick of very sensitive House power struggles is not new to Gibbons. Following his 1966 leadership in directing the House Education and Labor Committee to curb powers of its chairman Adam Clayton Powell. Gibbons emerged as a man or some power, ambition and behind-the-scenes abilities. Gibbons is not the only House Democrat who is suggesting McCormack step down. Richard Boiling of Missouri created a stir in the 90th Congress by openly questioning McCormack's capacities something Gibbons will not do publicly. Brock Adams of Washington this week proposed that the Democratic Study Group iDSG), an organization of about 130 liberal House Democrats (including Gibbonsi. unite to unseat McCormack.
