AHCA found that Cohen, 44, failed to follow up in a timely fashion after a CTscan on a 36-year-old woman's liver showed abnormal results in 1993. Six months later, the woman was diagnosed with cancer and died after surgery to remove a portion of her liver. Cohen said he tried unsuccessfully to persuade the woman to get a second CT scan. But he said he failed to adequately document those attempts. ; Court records show Cohen and the practice of Smith & Welsh, M.D., paid a $750,000 settlement to the woman's family in 1995. The Palm Beach County practitioners admit no fault in agreements with the state. By George Bennett Palm Beach Post Staff Writer WEST PALM BEACH Two Palm Beach County doctors agreed to be fined and reprimanded by the state's Board of Medicine on Friday for separate cases in which patients died. Dr. Dario Espina, a Palm Beach Gardens cardiologist, agreed to a $7,500 fine and Dr. Jay Leslie Cohen, an Atlantis gas-troenterologist, agreed to a $3,000 fine as part of settlements in which the doctors do not admit fault The state Agency for Health Care Administration said Espina, 39, inappropriately ordered a blood-thinning agent for a 72-year-old patient when the patient appeared to be suffering a heart attack less than a week after bypass surgery. The patient died of severe hemorrhaging, which AHCA said was a result of receiving the thinning agent too soon aftersurgery. "It was felt that this was a last-ditch effort to do something to save the patient's life," AHCA attorney Carol Lanfri told the board. Espina said his decision to order the blood-thinner was made during an emergency. He said he would try to weigh other of 13 released Friday, revealed that the Housing Finance Authority has not been adhering to a law that requires it to submit contracts for more than $10,000 to county commissioners for review. The audit recommended that the board revisit the law, which the authority's lawyer, Richard Ellington, believes was never intended to provide county commissioners' oversight Guaranteed discounts can apply, but only if the employees asked for the lower prices.
