Gingrich, who has lost 30 pounds and wants to drop 15 more, began the day by meeting with former Secretary of State Henry Kissinger over breakfast, then toured Westminster Abbey and had lunch with historian Martin Gilbert He ended the day by addressing the ARCO oil company's annual dinner at the posh Claridge's hotel, where Gingrich is staying. Gingrich's visit has generated some radio and television interest, but little in the print press although The Times on Thursday published a four-column photo of Gingrich shaking hands with House of Commons Speaker Betty Boothroyd in the Commons the day before. In an interview, Gingrich was reluctant to criticize the Clinton administration's foreign policy. But he said the president should take a more comprehensive and "aggressive approach to explaining our foreign policy needs. "I try to be supportive when you get beyond the water's edge. You have only one president," he said. Gingrich refused to commit himself on the question of extending the U.S. military presence in Bosnia-Herzegovina beyond this summer. Cohen is considered the administration's leading skeptic on retaining American troops in Bosnia. Secretary of State Madeleine Albright is viewed as the leading proponent of maintaining a robust force to prevent a return to war. "We have to do what it takes to be a leader, but Europe has to do its half as a partner and support the police force that is necessary" to replace the military when the troops eventually withdraw, Gingrich said. "I don't want a blank check and I don't want a pullout to lead to a resumption of war," he said, suggesting that he would support an in-between policy that called for an extended U.S. presence in Bosnia in some form.
