Averell Harriman has been dubbed. Harriman unquestionably is the most experienced diplomat in public hie today, hav- ing advised four Democratic presidents (and twice to that office himself), held 22 top federal posts, and in more than three decades of public life operated on a first name basis with the world's VIPs. Physically, he towers over his North Vietnamese opposit-es. Lean and vigorous, he frequently exhausts his aides. Harriman is every inch the aristocrat with fine features, dark hair graying at the temples, deep-set brown eyes shadowed bv thick brows, and SPORTS an urbane manner. A prominent lady once tagged him America's answer to Anthony Eden. Harriman's only deteriorating faculty seems to be his hearing, but some colleagues claim the hearing aid he wears is a handy prop. He is deaf when convenient, they say, but never misses a diplomatic nuance even when apparently dozing. Harriman is bored with small talk, can be impatient at times, and does not suffer fools. The "crocodile" nickname comes from his habit of appearing to be paying no attention, then snapping at some one who makes a silly remark. The attitude he believes the U.S. should espouse in dealing with the Soviets is "keep your hand out but your guard up." The expression has been picked up by President Johnson.
