In one of his first post-election statements last week, the president-elect himself recognized the setting of "common-sense priorities" as his principal task. And the Johnson and Kennedy men now packing their files also talk of "priorities" as they try to define the characteristics of their completed administrations. As Nixon makes known his first appointments and reads through the first briefing papers on the work ahead, therefore, men all over Washington are posing the questions by which his priorities be judged. Some of the questions, like those about many costly new weapons projects that could be written into the next federal budget, will be put directly to the next president. Others, which bear on administration efforts to promote racial integration or to press antitrust actions in court, are thus far only the basis for much speculation in the town that Nixon will command. The new administration's budgetary priorities must be evolved fairly soon if they are to be included in plans for the fiscal year running to mid-1970. If Nixon remains persuaded that the nation is suffering a "security gap," and that it must work for what he called a more "clear-cut superiority" in nuclear weapons, then the military expenditures to which he becomes committed will seriously limit his investment opportunities in other programs. The last Johnson budget will not add any of the new weapons systems now coming off the drawing boards, but that budget can be wholly replaced the day after inauguration. This in turn may determine Nixon's chances of moving the Soviet Union into talks to limit the arms race. And it will reveal also how far he intends to move away from the management concepts by which Robert S. McNamara and other civilians imposed a rigid discipline on military planners at the Pentagon. How Nixon approaches the problems of urban and particularly Negro citizens who by and large did not vote for him is the next most common question here. The Negro community is plainly restive about the next administration; yet the president-elect's basic program of tax incentives for business to help the cities is deemed by amny experienced urbanists as insufficient and by many influential members of Congress as economically unsound. Beyond this, Washington is wondering about how diligent a Nixon administration will be in fighting to save even those antipoverty programs that it deems worthwhile and the many institutions, from the Civil Rights Commission to obscure offices in other departments, that have labored to extend the opportunities for fair housing, voting rights and equal employment. Enormous White House energy has been expended on some of these efforts to keep them financed and staffed and they would quickly lapse if given only routine endorsement.
