Times News Service NEW YORK - A number of confusing cross-currents in the economic scene this past week led Investors, public and institutional, to raise these questions: Is the economy finally being braked to a less hectic rate of acceleration? Are inflationary trends abating to any significant extent? Will the world's major trading powers be able to avoid a new financial crisis? Is progress being achieved In the Vietnam peace talks? The answers, of necessity, were varied and inconclusive. As a result, the stock market rose modestly and the bond market continued its autumnal skid. While many analysts remain skeptical that the long-heralded slowdown in business activity ls at hand, some straws in the wind seem to suggest otherwise. They may, of course, be false alarms, as they were two months ago, although that seems hardly likely. Fiscal and monetary restraint Initiated since midyear Is finally retarding the frantic pace of expansion. Its marks are beginning to appear on consumer spending, whose sustained ebullience after the tax Increase had surprise the forecasters. The American public maintained its high spending rate by cutting savings 1 per cent in the third quarter, but such a downtrend In savings could not be expected to continue. Reports from Washington and Detroit this week seem to Indicate that consumers were at last pulling in their oars at least slightly. In the week ended Nov. 9, the Department of Commerce said, sales of U.S. department stores were only 2 per cent above a year ago. But even In recent prior weeks, merchants noted, the retail buying tempo lacked any great spark, despite the fact that comparisons with 1967 volume were Improving. Retail sales are somewhat Inflated because of rising prices. In appliances, radio-television and furniture, for Instance, prices are about 10 per cent higher than a year ago, while apparel price tags are up more than five per cent. Since most of these Increases have been passed on to the consumer, the sales totals are reflecting price rises more than better volume. The colder weather In some parts of the country this week and the proximity to the holiday selling season should favor retail volume for the final weeks of the year, but gains must run at least 7 per cent above last year merely to keep stores on top of Illation and their rising eost operation. Auto salesmen also indicate a possible turn In consumer spending trends. Although the car makers racked up a 14 per cent sales gain on an Industrywide basis for the first 10 days of November, two of the big three producers showed declines from a year ago, when Ford suffered a strike and the daily-volume of the industry was sharply below its levels in 1966 and 65.
