" ' - shooter," but only In the sense of "offering a service." Persons applying should have had some previous experience In personnel administrative type work. ' In addition to interviewing applicants, Turner's staff Is involved with processing new employes, keeping records of absentees, recording salary and budget changes of afl departments and maintaining communications with various county departments. Mrs. Lillian Balle is Turner's administrative assistant, and she explains that "anything concerning employees goes through this office." Walk into the personnel office looking for a job and the first person you will talk with will usually be Mrs. Margaret Truelove, whose official title Is personnel technician. She helps the applicant with filling out necessary forms, chats with him and passes the Information along to Turner or Mrs. Balle county personnel director. "We're here to render service to all county departments," explains Turner whose office, on the first floor of the county courthouse, is always a busy place. Right now there are approximately 95 vacancies. Among them are positions for registered nurses, draftsmen, public works employes, motor equipment operators, truck drivers, laborers and gardeners. There are often positions which go unfilled for long periods of time, due to lack of qualified applicants. For instance, two such' openings are for accountants from someone who has specialized in bond work and the other for a person who has had ence in internal auditing. Even the personnel department has an opening for a management analyst. This will be a brand new position and Turner says it will involve being a "trouble- volve too much traveling, but occasionally he attends important meetings such as the one this past week in Chicago the Public Personnel Association Seminar on Electronic Data Processing. The 1968 Governmental Study Commission (GSC) has recommended in its report that electronic data processing be used by all county departments. Another organization, which Turner terms "my favorite," is the Florida Association of Civil Service and Personnel Agencies. In July the annual convention of that group will be held in Palm Beach County and Turner says approximately 100 personnel directors from throughout Florida are expected to attend. Turner, originally from Chicago, was an account executive with a local radio station before being hired as county personnel director. The personnel department does not actually hire the employe. "We recommend to the department head," says Turner," and nine times out of 10 they take the person we send them. And I think the reason is that we screen very carefully." Sharing the secretarial and clerical duties of the personnel office are two women named Jones Mrs. Ernestine and Mrs. Susan. Turner Is the county's first personnel director. He began the task of organizing and establishing an employe center in March of 1963. Prior to that time most departments did their own hiring. This is still true of the fee-operated offices In the country. Turner says of his department, "It's been one continual growth from the day I came here there's been no backward movement and we are continuing to expand.
