Palm Beach Post-Times, Sunday, Nov. 17, 1968 B7 Legislative Independence To Hike Lawmaking Cost By BARBARA FRY E TALLAHASSEE, (ITIi The legislature's new "declaration of independence" from the executive branch of government is going to substantially increase the costs of lawmaking. But Senate President .John K. Mathews Jr. said it will more than pay for is itself in dollars saved in the long-range price of government. In laying down guidelines at an orientation session this past week, both Mathews and House Speaker Fred Schultz stressed that the legislature I T v f i must recapture the role of policy-maker from the governor and cabinet. Instead of waiting for the Road Department, the Board of Regents or governor to propose programs, they said, the Legislature should be the "innovator." The Legislature, Mathews said in an interview elaborating on the new role, is the "fresh" branch of government, with all 167 members just fresh from a bout at the polls. To do the job properly, Mathews said, the legislature is going to have a top-notch staff of professionals, plus realistic pay scales for members who are going to have to put in about twice as much time as before in pre-session committee study. A salary study in the works is expected to recommend anywhere from $12,000 to $15,000 a year for legislators who now get $100 a month plus $300 expenses when out of session. Schultz raised the $300 expense allowance for House members to $600 just the other day and members also get a full-time state-paid secretary to work out of their home offices. The House Transportation Committee has hired the Road Department's legal counsel away at a salary of $19,000 a year and the speaker is talking about employing an educator to advise the House on multi-million dollar appropriations and programs for the schools and universities. Mathews said the Senate needs the same kind of advice. "To the officials presenting budget requests, the Legislature is an adversary," he said. "We need some honest, maybe even, unpopular answers," he said. Going to annual appropriations and annual sessions, in lieu of traditional two-year budgets, he said, will mean "for the first time the Legislature is going to find out the real needs of these state agencies. "If there is fat and over-appropriating, they'll face the wrath of the Legislature and get a bare-bones budget the second year."
