32 Palm Beach Post. Friday, Nov. 13, 1968 Withholding Rates Are Adjusted no longer being withheld from your wages. An employer is required to withhold Social Security taxes only on the first $7,800 paid. After that total is reached, these taxes are no longer withheld so that the next amount of an employe's pay check will go up. Q. Can I make changes in my withholding exemptions whenever I want? A. It depends on your employer. Many employers will let an employe change his withholding certificate at anytime. Under the law, however, the employer is only required to make payroll changes four times a year, Jan. 1, May 1, July 1, or Oct. 1, for changes filed at least 30 davs While budget dollars shrink... out to cash acceptable as proof of a charitable contribution? A. To substantiate a deductible expense your records must indicate, among other things, the purpose of the expense, to whom paid, as well as the amount. A check made out to cash or to yourself gives no indication by itself of the nature of the expense. This kind of check must be supported by other records, such as receipts, to be useful in proving any deductions you claim. A check made out to a specific organization, a charity for example, may well be sufficient to establish that a ue-ductible contribution has been made. Q. For most people, withholding will be sufficient to satisfy their federal tax liabilities this year as it has in the past. Withholding rates were adjusted in July to take care of the tax surcharge. As you started work after that date, tax will have been withheld at rates set to satisfy your federal income tax liability. The new lax surcharge will have an effective rate of T1 per cent in 1W8. Although the tax surcharge rate is 10 per cent, it is in effect for only 9 months of the year 18 for individuals. Q. Our country place was damaged by lightning. Can we deduct the loss? A. If the loss exceeds $100 and is not covered by insurance, you may be entitled to a tax deduction. Generally, the loss is the difference in the value of the property before and alter the lightning struck. For details send a post card to your district director and ask for a free copy of Document No. 5174, disasters, rasu-alties and thefts. . Why isn't a check made on my 1969 return if it is to my advantage? A. Deductions for charitable contributions can only be taken for the tax year they are actually paid. If you pay all or part of your pledge this year, then you must take the deduction on your H return for the amount actually paid. To take the deduction on your 19 return you should postpone your payments until l'.ltiH. (f My pay check was a lew dollars higher last time even though my gross earnings were the same. Are taxes lower? A. No, the only recent change in federal tax withholding rates was the 10 per cent increase resulting from the surcharge. The admission came in an editorial of the Shanghai Wen Hui Bao newspaper, an important mouthpiece for party Chairman Mao Tse tung's cultural revolution. "There are people who oppose it and refuse to implement it," the editorial said, referring to the communique of the 12th plenary session of the eighth central committee of the Chinese Communist Party. Liu was expelled from the party "once and for all" and "dismissed from all his posts both inside and outside the party" at the session held in Peking Oct. 12 to 31.
