Stocks of the top four In the steel industry took fractional losses. Brokers said the attitude towards these stocks was still affected by spreading price cuts. Autos were sold, analysts said, because of a growing concern that their booming sales rate was about to dwindle. General Motors dropped to 86, and Chrysler lost 1 at 665s. Chrysler was boosted In the final minutes to the role of most-active stock by a huge block of 531,000 shares traded at 651, down 2. The block, valued at about $.34.8 million, was the fourth largest In number of shares to be traded on the Big Board. It was a "cross" transaction handled by a single brokerage house for institutional Investors. Eleven of the 15 most-active stocks rose, 3 fell, and Walter E. Heller was unchanged. Green, who is assistant manager of the Palm Beach County Freight Traffic Bureau, said the increase that was defeated was to go into effect last Friday on interstate shipments. The total amount of the saving, he said, was based on statistics of motor carriers. The protest against the increase was filed by the local bureau with the Interstate Commerce Commission, Washington, D.C. It cited the present favorable revenue picture of the truckers and questioned the need of further increases. Green said that the increase would have applied on all shipments under 1,000 pounds or about 80 per cent of all shipments made. For example, an 800-pound shipment of machinery from New York City would have increased from $53.12 to$r)5.T8or$2,66. Citrus Tax Aetion Postponed LAKELAND (UPI) - The Florida Citrus Commission delayed indefinitely Wednesday action on a proposal to tax citrus growers to provide funds for a concentrate re-' serve to be used to develop national school lunch program markets. The commission earlier announced intentions to take formal action on the proposal Wednesday. But commissioners were told the final order to implement Ihe Orange Stabilization Act had not been finalized, but should be completed later this week. Commission Chairman O. D. Huff Jr. said he will call a special meeting at a later date to take up the matter. A large number of persons, many of them opposing the proposal, were on hand for the meeting. Two public hearings had been conducted on the subject prior to the commission meeting. The proposal would levy a tax, possibly five cents per box on oranges grown, with the money to be used to buy up concentrate to create the "reserve" to be used in development of secondary markets. Should the commission approve the proposal, it still would have to be approved by a majority of both processors and growers who control a majority of the fruit and concentrate before it would go into effect. Chicago Grain CHICACO (UPI) Wheal was higher, corn subslanllally higher, oats fractional-Iv higher, rye lower and soybeans mixed at the close Wednesday on the Chicago Board of Trade. Wheat was up to 14 cents; com up 2 to 3'; oats up to 1; rye off to 1; and soybeans oil 3, to up , Wheat gained strength from corn and active speculative support boosted prices as much as one cent. Trading w as heavy. Volume was 15.66 million shares compared with 17.25 million Tuesday. The broadest market Indicators were the ones which made the historic highs. They were the New York Stock Exchange index, which rose 30 cents to $59.26, and Standard & Poor's, 5()()-stock index, which gained .51 at 105.13. These indicators bettered their records made Oct. 21 as the "peace rally" cooled. The two broad indicators, however, have been recording record highs for about a year as the closely watched Dow Jones Industrial average lagged. The Dow industrials rose 3.23 to 967.43, not quite matching Its 1968 peak of 967.49 made Oct. 21 and remaining well below its historic closing high of 995.15 posted on Feb. 9, 1966. The Associated Press average of 60 stocks made a new high for the year as it advanced 2.8 to 359.0 with industrials up 2.8, rails up 1.7, and utilities up 2.4 to a high for the year. Analysts saw the advance as a continuation of the rise which began somewhat hesitantly after the results of the presidential election became known. The conclusion in the financial world seemed to be that a Nixon administration would be generally favorable to business and that current prosperity would continue, without any radical changes in the government's role in' the economy. In addition, there seemed to be a more hopelul outlook toward Vietnam peace negotiations. Of 1,600 issues traded the same number as in Tuesday's broad market 895 rose and 517 declined. New highs for the vear totaled 158 and new lows 9.
