Malone said water managers are "thrilled" with the deal. "We think it's a very, very good first acquisition in this project area. We still have some hurdles to get over, but this is a substantial step toward putting the Atlantic Ridge in public ownership." The parcel the state wants, appraised at $16.3 million, is linked to 182 acres along the South Fork of the St. Lucie River that the district bought earlier. The SeaWind land includes the headwaters of the Loxa-hatchee River and water that flows toward the South Fork. Water managers still are negotiating to buy other parcels on the Atlantic Ridge, including land that golfer Greg Norman plans to use for a residential golf community in Hobe Sound. The Norman land includes a large area of scrub habitat, which once covered most of South Florida before encroaching development destroyed it. CAROLINE S. STARLING age 90 of Palm Beach Gardens, Florida passed away suddenly Monday evening December 1, 1997. Mrs. Starling was born November 11, 1907 in Franklin County, Ohio daughter of the late Melvin Elliott and Blanche Bukey. She had been a resident of Palm Beach Gardens for the past 18 years coming from Orlando, Florida. She was a graduate of Mount Carmel Hospital School of Nursing receiving her RN Degree. She was an active member of the Palm Beach Gardens Medical Center Auxiliary 'Pink Lady' for 17 years. She was also an active member of Trinity United Methodist Church serving as a volunteer in various ministries. She was preceded in death by her husband, William Thomas Starling, in July, 1962. Williams, former U.S. Attorney tor the Southern District of New York, New York State Supreme Court Judge and philanthropist, died at age 94, on Monday, August 4, 1997, at St. Mary's Hospital, West Palm Beach, FL. Judge Williams was born in Rochester, NY, to Reverend Henry B. Williams and Lillian O. Williams on July 12, 1903, and graduated Harvard College, Magna Cum Laude, in 1925, and Harvard Law School In 1929. He was also a Harvard Scholar to Emmanuel College, Cambridge University, England in 1926, and taught at Harvard College from 1926-1929. After leaving the service In World War U as Air Combat Intelligence Officer and Commanding Officer of a Flag Unit under Admiral Halsey, much decorated, he became a senior litigating partner at the Wall Street law firm of CahiU, Gordon and Reindel and was frequently appointed by Gov. Tom Dewey as a special counsel. He has also been a major figure in national, New York and Palm Beach charitable and social organizations and was a member of the Sons of the Revolution and Society of the Cincinnati. He waa a member of the operating engineers union 10542 in Penna for the past 45 years. Also a member of PBG Moose Lodge 2010. Survived by his wife Helen Storm Tecco. They have been married 64 years. Also survived by one son, Louis Tecco (Joanne) of Cherry Hill, NJ; one daughter, Anne Mierley (George) NPB; one sister Blanche Vivone of Phila, Pa.; 5 grandchildren; great grandchildren ; and 1 great granddaughter.
