"It seems appropriate," said Vice Adm. Ralph W. Cousins, commander of the navy's 7th Fleet attack carrier striking force whose mission was to launch bombing missions over North Vietnam from Aug. 4. 14. until Nov. 1, 18. Yankee Station is the geographical rallying point for U.S. aircraft carriers, located midway between the coast of North Vietnam and Hainan island. "We are doing like so many people these days," Cousins said. "We are just watching and waiting to see how the pattern of operations develops on land. "We are coordinating very closely with the "th Air Force. We have before and we will again operate in support of the U.S. Military Assistance Command, Vietnam." U.S. planes are still flying ;hoto reconnaissance runs iver North Vietnam. One pilot aid he flew to within 80 miles ' Haiphong the night of Nov. . "All the way up the beach, ie lights were coming back :i," he said. What about "Beyond Viet-am?" Cousins was asked. "Well, the pattern Is still un- ilding." he said. "I must say e keep a wary eye on the orean situation. And we aaintain our contingency plan or operations there." "Beyond Vietnam, I see a continuation of the growing problems in this part of the ivorld. The strains and stresses bring the requirements for a mobil force that can move al sea out here in the face of shifting political situations ashore." The carriers normally spend 30 days "on the line," and then go Into some friendly port for a week. That the most recent port has been Singapore is an example of the continuing need for the fleet in this area, Cousins said. "When you see someone like Prime Minister Lee Kuan Yew In Singapore, who so recently was chastising all of us as colonial powers, urging the British to slowdown in their pul-' lout and us to maintain a presence here, you see that the leaders in this part of the world see a continuation of the strains they are now under." At their present location, Cousins said, the planes launched from the carriers "can fly anyplace so long as we have our own Jet tankers flying along to refuel them." Cousins spoke of the bombing of North Vietnam as past history, though most of his subordinate officers expessed pessimism about the Paris talks and feel U.S. planes will return to bombing missions over North Vietnam. One captain said, In fact, that "more lucrative targets" such as the port of Haiphong would surely be bombed if the flights resume over North Vietnam, The four years of bombing were "extraordinarily successful," Cousins said. "What we have done here accounts in large part for Hanoi's ever being at the peace table. The summer campaign of lWi8 was the most successful Interdiction campaign in the history of warfare." On the day of the bombing halt, Cousins said "for the moment we are moving down south below the 17th parallel and standing by. It is not clear what happens next."
