Gov. Claude Kirk announced Monday that he will not expand the organizational meet ing Into a special session and scuttle elaborate plans for preparation leading up to the April regular session. "President John Matthews and Speaker Fred Schultz have advised me that such a session is unwise at this time," Kirk said, noting that he had discussed calling a special session for revision of the auto Inspection law. On the eve of the formalities of the one-day organizational session Tuesday, the Democratic leaders consulted with key legislators, went over plans for a simpler but more active organization and took another look at important committee assignments. The Israeli premier also reminded the Arab states they are vulnerable to reprisal raids and warned "only if there is quiet on this side of the border or any border-will there be quiel on the other side as well." Eshkol spoke to the Knesset (Parliament) amid reports the Arab states had written off U.N. peace envoy Gunnar Jar-ring's mission as a failure and a series of clashes along the Israeli-Jordanian cease-fire line. "It has nothing whatsoever to do with the present governor," one big-city Democrat said. He stressed that many urban law-makers simply feel that having a strong executive is more efficient than having all important decisions made by a committee. "As a matter of fact, it's in spite of the present governor," he said. Dade County legislators are also upset about the stand-back attitude displayed by Cabinet Democrats during the recent elections, sources said. A group of Miami lawmakers is expected to prefile a proposal sometime this month that would give the governor power over many important functions of state government. This, plus the fact that the legislature will be In session annually and will hold hearings at other times during the year, could go a long way toward undercutting Florida's Cabinet system of government. Cabinet aides, meanwhile, are reportedly working on another proposal that would put almost all departments, including the governor's "little cabinet" agencies, under control of the seven-man board of state executives. Pettigrew said he feels that Florida would "move away from the multitude of board administered functions" under the reorganization so that each Cabinet member, Including the governor, would have specific administrative responsibilities. But some functions, such as management of state land, probably are so sensitive that they will require decisions by the entire Cabinet, he said. Two Area Junior Colleges Get Funds Two area junior ollcges are among 27 in the slate which received a total appropriation of $4,54:1.872 for use during November, according to Fred 0. (Bud) Dickinson Jr., state comptroller. Over $4 million of the junior colleges allotment came from the Minimum Foundation Program, while $29.1,6(16 came from state sales tax. Palm Beach Junior College in Lake Worth has been allocated $222,166 and Indian River Junior College in SI. Lucie County will receive $68,824. Schultz, the House speaker-designate, completed a list of committee assignments for all House members, but Mathews, Senate president-designate, said he had been "shuffling names since last Tuesday" and did not have the membership selected for any committee except Rules. Schultz and Mathews are both Jacksonville Democrats. The legislature, first ever to be authorized to hold annual sessions, also faces the problems of completely reorganizing the executive department and implementing other provisions of the recently adopted constitutional revision. Rep. Richard Pettigrew, D-Miami, who favors a maximum of 15 state agencies, Is scheduled to head reorganization efforts in the House and there were reports Mathews would select a Dade Democrat for the job in the Senate. With regular committee sessions scheduled before the general session and a wide variety of tasks ahead, the legislature could be the first to abandon the pretense of a part-time body. Schultz said members would have to be given a raise in the $300 a-month expense allowance because of the tremendous work load which will require numerous trips to the capital during the busy four months of preparation. Plans to raise the $100-a-month salary to an annual total of $10,000-$15,000 also were being discussed by individual legislators, but Schultz said any salary raise probably would await recommendations from a study. The new constitution also gives the legislature the power to slay In session indefinitely, upon approval of 60 per cent of the members. This would allow the lawmakers to recess subject to the call of the president and the speaker. Mathews said the indefinite adjournment has been considered but he contended it was too early to make a decision on how the subject would be handled. Schultz also noted that the constitution lets the legislature deckle how it can call itself into a special session. "It is possible that the legislature may want to pass a bill allowing the speaker and pres-ident to call a special session," he said. Either way, the power for the leaders would make It much easier for the legislature to meet without a call from the governor. The present constitution provides a time-consuming process for a "self-starter session" which requires approval by three-fifths of the lawmakers.
