UPI-ThP strictest trial security in American history went into final effect Sundav for the trial of James Earl Kay. the former convict charged with the assassination of Dr. Martin Luther King Jr. The WO block of Washington Street housing Ray's steel-plated, television-monitored suite of cells and the courtroom where his trial begins Tuesday was put off limits late Sundav. No one was allowed beyond five wooden white painted guard houses especially built for the trial unless they had special permission from Sheriff William N. Morris of Shelby Countv. Visitors to other prisoners in the Shelby County jail where Ray is confined had to submit to searches of their bodies before entering the five-story building. "The grounds arecompletely off limits for those who have not been "cleared," said a spokesman for Morris. Among final security steps taken Sunday was a detailed search of Courtroom Number 3 and the newlv refurnished jury dormitory for such things as hidden cameras, microphones, and even time bombs, said the spokesman, Charles Holmes. Ray's cells are almost directly above the courtroom. When he Is brought from the third floor cells to the second floor courtroom, not only will he never be exposed to the outside but he also will walk a corridor cleared of all persons except sheriff's deputies. The jury quarters were refurnished for the trial. A poo! table was donated for the jury's recreation room. Cubicles were built In to Insure privacy for the jurors' beds, which replaced rows of cots that had been in use. In most major trials hero even though the lurv is locked up each night, It usually Is taken to a suite of hotel rooms under special guard. However. Judge S. Walter Battle, who supervised most of the strict security procedures, had the jury room refurnished so the 12 persons to judge Rav's murder trial will never leave the building until the trial ends, probably near Christmas. VA Sends Quiz On Incomes The end-of the-year annual Income questionnaire from the Veterans Administration (VA) Is being mailed out this month Instead of In December, George S. Vought, Palm Beach County Veterans Service officer, said. The deadline for returning the questionnaire to the VA has also been moved up from Jan. 31 to Jan. 15, Vought said. "VA is sending the income questionnaire a monthly early," he continued, "to insure that the pension cheeks It will send out at the end of January reflect ihe new pension fates and Income limits that go into effect the first of the year." The amount of each pensioner's check under the new pension system that starts on Jan. 1 will be based upon the estimated income in 1969 reported by the pensioner on the questionnaire. Without the returned questionnaire containing the estimate of income for next year VA, by law, cannot pay a beneficiary a pension. Beginning Jan. 1, 1969, the annual income limitations on non-service connected pensions governing the entitlement to VA pensions and dependency benefits will be raised $200. Further, the present income levels, with three graduations, used In determining the amount of benefits a recipient may be paid, will be re structured to provide a range of 13 to 28 income levels graduated In $100 Increments. About 575,000 pensioners continue to receive VA benefits under an "old law" In effect prior to July 1, 1960, when the "new law" covering 1.4 million beneficiaries was enacted. However, because it may now be to their advantage to comeunder the new law these old law pensioners will be given another opportunity between Feb. 1 and May 1 next year to change over. "If 4hey elect to change before May 1, any additional benefits due them under the new law will be paid retroactively to Jan. 1, 1969," Vought explained. Information explaining the benefits of the new law together with a sign up card will be mailed to them at the end of January. Pueblo Protest CHICAGO (UPI) - Plans (or a massive demonstration outside the Washington office of the Secretary of State have been announced by the Rev. Paul Lindstrom of the "Remember the Pueblo Committee."
