The New York Times ; WASHINGTON For the capital's "buckrakers," those media celebrities who rake in lucrative speaking fees on the lecture circuit, 1997 may be remembered as the year that the bucks stopped here. ' It seems that Washington's inner workings and the political prognostications of the capital's leading journalists no longer enthrall the trade associations and industry groups that once happily doled out $10,000 and sometimes much more for an hour of punditry. Margaret Carlson, a Time magazine columnist who found herself in demand on the speaking circuit after she became a panelist on The Capital Gang on CNN in 1994, said she could not recall making any paid speeches this year. : For David Gergen, an editor at large at U.S. News & World Report, 1997 has been his slowest year for speeches in recent memory. Gergen's earnings from speeches once prompted President Clinton to joke about them after Gergen joined his White House staff and reported earning $239,460 for 50 speeches he gave in the first five months of 1993. (He earned $466,625 in speaking income in 1992.) ; TWhen I saw how much more David Gergen had earned before I got him back in the government, I realized that all of you were doing so much better than we are, you should lighten up on us," Clinton said at an party for U.S. News & World Report at the library of Congress in 1993. But in the first six months of this year, Gergen's earnings from speeches were not nearly so big. As probably the only star pundit whq discloses his earnings from speechmaking, Gergen, who was also an adviser in the Reagan White House, earned a more modest at least for him $83,250. Mark Shields, who was Gergen's sparring partner on The NewsHour with Jim Lehrer on PBS and is now paired on the program with Paul Gigot, a columnist for The Wall Street Journal, also reported a fall-off. Shields attributed the dry spell to the "status quo" nature of the 1996 election, which lacked the excitement and complexities of the more historic contests of 1992 and 1994. Gergen said the dip was seasonal, since there were no major political races in 1997, though he acknowledged that this year had been more severe. (But he said he expected 1998 to be brisker, with invitations already beginning to pick up). Carlson said there were no new Washington characters to fascinate audiences who once wanted to know all about such White House aides as George Stephanopoulos or the brand of ale consumed by Speaker Newt Gingrich. Now, along with her speaking fees, Carlson said, "even George is gone." Stephanopoulos has himself become a pundit for ABC News since leaving the White House. Agents who book the buckrakers confirm the trend. "It's down for a lot of journalists, especially the ones who were just breaking into it in 1996," said Jay Callahan of Keppler Associates. Callahan agreed with Gergen that some drop-off was normal after presidential election years. But there is more to it than the ebb and flow of the political calendar, Callahan said. The same apathy about Washington that is felt by the public has spread to trade associations and companies that used to feel their annual meetings were not complete without a speech by a bona fide Washington insider. "People are less inclined to want to hear about the inside story of Washington," Callahan said. "The stories that are big now turn off the public." ; He cited the campaign-finance scandals that have generated so much coverage this year. - Don Walker, the president of the Harry Walker Agency in New York, represents many star media pundits, including John McLaughlin of The McLaughlin Group, a syndicated public affairs program.
