The Provisional National Assembly proclaimed the birth of the Austrian republic on Nov. 12, 1918, amid the chaos of World War I defeat and VENNA'(UM-Fifty yean ago this week J hen the Republic of Austria was born the prognosis was that It was too weak to survive. Now, a half century later, It stands as one of the soundest democracies m PHYLLIS Willi; mm the tulns of the once proud Austro-Hungarian empire. Since then this little country In the heart of Europe has survived Inflation, economic crisis, civil wars, seizure by Hitler's Germany, and a ten-year Four Power occupation after World War II. For many of those years a bitter Austrian Joke was that "the situation Is hopeless, but not serious." It was grim indeed In those anxious November days of 1918 when Austria's last emperor, Charles, saw the once mighty Hapsburg empire dis-, Integrate and, perforce, renounced all his royal prerogatives. It was cut off from all Its former sources of raw materials, as well as its principal export markets. The result was an almost permanent economic crisis, inflation, an extremely low standard of living, and a high level of unemployment. Observers said of Austria, then, that historically It was "too strong to die," but practically, "too weak to live." It was, In fact, only a remnant of the multi-nationed empire the Hapsburgs had ruled, and from which the World War I victors had carved Hungary, Czechoslovakia and, to some extent, Yugoslavia, Romania and Poland. Its early years were extremely difficult, and Viennaonce the proud capital of an empire of 50 millions mirrored Its distress. In 1933 came civil war between the socialists and conservatives; the same year Chancellor En-gelbert Dollfuss was murdered by Nazi "putschists," and five years later came the seizure of Austria by Hitler's troops, In March, 1938. But seven war years of bloodshed and bitterness put the Second Republic on a firmer basis than the first one. While Austria's pre-war generation appeared to have little confidence In the First Republic, the younger generation now genuinely cherishes Independence. Austria's diplomatic success In achieving a state treaty in Club To Give Youth Awards The Optimist Club will issue special awards to the outstanding organizations in each local high school at its meeting at 6:30 p.m. Wednesday at the Downtown Holiday Inn, President Jerry Rubin announced. It will be a part of this year's Youth Appreciation Week, Nov. 11-17. Rubin appointed Frank Eaton chairman of the co-ordinating committee for the week's events. High schools to be represented are Forest Hill, John I. Leonard, Cardinal Newman, Riviera Beach, Palm Beach and North Shore. The primary purpose of the week Is to recognize the accomplishments of youth In the home, school, church and community, Rubin explained. 3 diamonds . True, the country still has various problems, mainly involving Its long sought affiliation with the Common Market. Presently a member of the European Free Trade Association (EFTA), Austria has long tried to achieve some kind of an arrangement with the European Economic Community, It's number one trade partner.
