THE PALM BEACH POST MONDAY, MARCH 30, 1998 NO. 428923 2B Broward civil-rights lawyer chastised for 'guerrilla litigation' CITY OF BOYNTON BEACH FULL COST OF SOLID WASTE MANAGEMENT In accordance with Florida Statute 403.7049, which" requires local governments to calculate and inform users of the full cost of solid waste management, the City of Boynton Beach hereby sets forth the full cost of solid waste! management within the city limits for the fiscal year which; began October 1 , 1 996 and ended September 30, 1 997.; RESIDENTIAL CATEGORY Sinqle Family & Multi-Family Subway defendants that they should settle the case soon because if they didn't, the Fort Lauderdale NAACP and the Equal Employment Opportunity Commission were planning to join the suit, Vitunac's report says. Although Ganz represents the Fort Lauderdale branch of the NAACP, the organization never joined the suit. Neither did the EEOC. Vitunac noted that Ganz knew about Neiman's past, which includes a 1996 conviction on three counts of grand theft for filing false insurance claims in staged car accidents. Neiman testified about his criminal record during a trial in the Port St. Lucie suit. The city settled with one of Ganz's clients for $45,000 last year and another one was awarded $160,000 during the December trial. Ganz and Neiman had demanded more than $1 million. The possible sanctions in the Subway suit aren't Ganz's only legal problems right now. The Florida Bar has found probable cause that he violated ethical rules in two cases, and Bar officials are investigating two others. Six additional complaints against him have been dismissed in the past year. One of the cases was dismissed after the Bar wrote Ganz a letter urging him to behave more professionally. Joe Mancini, the attorney who represents Port St. Lucie, said Ganz and his paralegal, Brian Neiman, used the Fort Lauderdale branch of the NAACP as a threat. "We would have settlement discussions and then later there would be comments made about how the NAACP might be interested in the case," Mancini said. " That type of threat is one of the things that got Ganz in trouble in Broward County. U.S. District Judge Kenneth Ryskamp called Norman Ganz's tactics "guerrilla litigation" and chastised him for his "terrorist" acts in a civil-rights lawsuit he filed against the owners of several Subway sandwich shops in and around Fort Lauderdale. : Ganz has sued the Fort Pierce police, the St Lucie County School District, Port St. Lucie, the Department of Corrections and BellSouth on behalf of Treasure Coast employees. He has also sued the Boynton Beach police and the city of Lake Park. Ganz declined to comment on the Subway suit or on any of the local suits because the judge is still considering whether to impose sanctions in the Subway case.
