By DALE PUIXEX Washington Bureau WASHINGTON The na-tlon's top soldier and its. top marine are convinced the United States can win militarily in Vietnam but they are concerned that surh a win may be denied them by Americans. This seems to be the clear Import of recent statements by Army Chief of Staff Gen. William C. Westmoreland and Marine Commandant Gen. LeonardF. Chapman. Both, perhaps significantly, made their remarks before President Johnson ordered the bombing halt of North Vietnam. Westmoreland said: "Because of our battlefield, successes and the great progress made by the Vietnamese armed forces, the enemy today seeks to achieve politically what he has failed to achieve militarily." Chapman said: "If we stand firm, if we do not back down, 1 think there will be a real military turn in the war, and I think we will be able to gain our objectives of peace and freedom for South Vietnam." To Westmoreland and Chapman winning in Vietnam is now mostly a question of staying on course. It is a matter of wills, ours against Hanoi's, according to Chapman. Westmoreland makes clear his fear that the United States may be moving to give to the enemy at the Paris conference, table what the enemy no longer can win on the battlefield. Both show maximum optimism about the war. Westmoreland: "Hanoi must now fully realize that it cannot achieve its goal by military action. . .allied military operations are going well. . .our troops took the classic guerrilla tactic of the amhush away from the enemy and turned it against him." Chapman: "We have the upper hand ... the guerrilla infrastructure is being eroded;' he has suffered terrible casualties." Westmoreland said "The enemy's Tet offensive was In effect their Pearl Harbor and actually became the proving ground for the South Vietnamese; confidence was built and weaknesses were exposed and are being progressively corrected." With Paris negotiations scheduled to move into a new phase following President Johnson's order to halt bombing of North Vietnam, It Is not hard to guess that Chapman and Westmoreland are very concerned that U.S. negotiators, may throw away victory chances. It is seen in Westmoreland's remark about the enemy now seeking to "achieve politically what he has failed to achieve militarily." And in Chapman's not very subtle needle in the form of a question to the American people: "Do we have the determination to stick it out, to see our own objectives accomplished after we have done so much." To Westmoreland and Chapman the objective is to halt aggression and discourage it in the future. Both believe and hope the American people recognize that, as Chapman says, "negotiations are a means to and end; not an end In WAY.
