The Germans, French, Italians, Belgians, Dutch, and Luxem-bourgers all tend to lose their national Identity as they concentrate on their vision. They become truly stateless men leading peculiarly insular lives, an in bred society in miniature. The Eurocrats are recruited from Europe's top schools and business concerns, roughly in proportion to the amounts their national governments contribute to the EEC budget. This works out to about one-quarter each for West Germany, France, Italy and Benelux. The Eurocrats lunch together in a canteen with a carefully-contrived common market menu; they shop in a store especially stoclced with a common market Inventory; they have a meticulously-arranged European social life; and a common market soccer team competes in a three-team ieague with Euratom and ECSC teams. People of different nationalities, whether they're category "A" (top) Eurocrats orsecre-taries are carefully scrambled in the Eunyacy. Virtuoso secretaries switch from French to English to Italian to German In the course of a single dictating session. Typical of the young Euro-, crats in Ernst Von Moltke, 34, son of the pre-war German, ambassador to Poland, and descended from a famous Prussian military family. An official in the EEC Internal market division, Von Moltke draws inspiration from visiting the battlefield of Waterloo, just 100 miles beyond EEC headquarters on Avenue ,De La Joyeuse Entree. At the battle of Waterloo In 1815, the British broke Napoleon's power and ended the Napoleonic attempt to form a continental economic system. Britain's principal allies in that battle were the Germans, Dutch and Belgi&.s. "What Napoleon failed to do by force," insists Von Moltke "we will achieve by logic, and logic will bring Britain into the Common Market." Jean Rey and Eurocrats like Von Moltke are prepared to out-wait General de Gaulle on the British question. For with Britain Included, the "new Europe" over which the Eurocrats aspire to preside would incorporate ten or more nations with a population of 250 million, a gross national product nearly double that of Russia, a steel production of over 100 million tons, and gold and foreign exchange reserves nearly double those of America. The "Eurocrats" make no newspaper headlines, and they give the general no lip. But behind the scenes they are steadily gaining in power and authority despite De Gaulle's dogged determination to keep them a subservient bureaucracy. Indeed, the Eurocrats are becoming the most resourceful of De Gaulle's foes concerning Britain's market entry. The Eurocrats' boss, Jean Rey, has assailed the "stagnation" which Rey, president of the EEC commission, said has settled over the community. Rey, a Belgian, and his Eurocrats are anything but stagnant, however. While De Gaulle wages his quixotic campaign against Britain, Rey's forces are quietly proceeding to out-flank the General. Their tactic is simply to develop their power and authority within the economic community to the point where their decisions carry greater weight than the will of any single national member. This goal may be still distant. But the community's civil servants (whom De Gaulle disparages as "stateless technocrats") have been enormously elevated In Importance through the fusion of the three European communitiesthe Common Market, Euratom, and the Coal and Steel Community (ECSC). Last July, the three communities merged their executives into a single joint commission as the first step toward the proposed consolidation of the three organizations into a single community by 1970. The nine-member EEC commission headed by Rey has been transformed into a 14-member executive representing the three communities. The 2,900 common market officials have been joined by 800 from Euratom and another 800 from the ECSC. The merger is not only a matter of numbers, but also of synergistic efficiency and authority: where the EEC has been responsible for oil and gas, Euratom for nuclear energy, and the ECSC for coal, the single consolidated community will exercise complete control over energy in all Its forms throughout the six member-nations. This is an example of the synergism in which Rey and his predecessor, Walter Halls-teln of West Germany, believe so passionately. The Eurocrats feel about themselves as Dr. Hallstein declared about the EEC: "The sum of the community is greater than the total of the individual members." In a sense, General de Gaulle has contributed to the EEC bureaucracy's expanding authority. De Gaulle's market vendetta with the British has tended to create a power vacuum within the community into which the Eurocrats are moving. Consequently, to call the EEC an "underdeveloped government" is no longer to make a Joke. The Eurocrats operate governmental machinery, or a reasonable facsimile thereof, to which nearly 50 governments around the globe accredit ambassadors, even as they do to national governments. It operates on a budget financed by member states that has more than doubled in the last three years.
