By WILLIAM HINES World Book Science Service WASHINGTON The greatest challenge to science and technology today, more important than going to the moon or discovering a cure for cancer, is closing of the "protein-gap" the difference between the amount of essential nourishment human beings need and the amount they actually get. It is no secret that this gap is wide and getting wider in most parts of the world. Nor is it a secret that agriculture is failing to meet the growing needs of a burgeoning world population, despite much theoretical and practical work to improve the yield of farming and grazing lands. Humanity's salvation may come in the long run, if at all, not from the land but from the water where life began. Before salvation can be realized, however, some important changes will have to be made in man's attitudes and techniques regarding exploitation of the oceans, seas, lakes and rivers of the world. The art and science of "aquaculture" purposeful farming of watery regions is in most areas of the world about where agriculture was 10,000 years ago. Hunting and gathering are cultural marks of barbarism, not civilization, yet these are precisely the techniques used for most of the world's commerlcal fishing. The waters of the world, particularly those that are landlocked or near shore, are incredibly productive or could be, if they were properly managed. H. L. Two scientists have Just published a world-wide survey of aquaculture which provides a basis for hope that mankind's protein deficit may be met in the water, not through mere improvement of existing large-scale fishing methods, but through application of modern science and technology. Here, especially, America can help. John J. Ryther of Woods Hole Oceanographic Institution and John E. Bardach of the University of Michigan prepared their two-volume survey, "The Status and Potential of Aquaculture," under a contract from the federal Marine Sciences Council. Their summary presents a challenge which the next administration might well select as the United States' national goal for the post-Apollo 1970s: "Aquaculture . . . can make a very significant contribution to the war on hunger ... By virtue of its experience and competence in such fields as ecology, pathology, microbiology, nutrition, genetics, chemistry and engineering, the United States can provide contributions to the development of new and improved techniques in aquaculture." Actually, what Is required to bring aquaculture to parity with agriculture is not breakthroughs but development. The problem is innovation, not invention; the application of existing sciences and technologies to the special conditions that exist beneath the surface of the water. An especially attractive feature of aquaculture is that practically anyone can engage in it, given a watery tract to farm, a modest grounding in good husbandry practices, and a minimal capital investment. Yields of edible animal protein, measured In tons per acre per year, are truly prodigious. Of all nations, Communist China has gone farthest to demonstrate the practical advantages of aquaculture. The world's most populous nation, China is today one of the ch.ef fishing nations of the world in terms of tonnage landed (she leads the United States), yet China has no offshore commercial fishing industry worthy of the name.
