Edward R. Burke of Nebraska died Mondav at a nursing home in nearby Kensington, Md., where he had been a patient for three years. Burke, an attorney In Omaha, Neb., before he entered politics, was elected to the House In 1932. A Democrat, Burke served one term and was then elected to the Senate In 1934 where he served one six-year term. He was born In Running Water, S.D., and was graduated from Belolt College In 1906., After teaching school In Cha-dron, Neb., for two years, he entered the Harvard Law School. A total of 1,550 issues was traded. Analysts said that many Investors just stood aside for most of the session in view of two huge uncertainties the presidential election and possible developments in the Vietnam peace maneuvers after election day. Wall Street was considering seriously the possibility if a narrow victory by either major candidate and also the chance that neither would win a majority of electoral votes, thus throwing the nation's political future Into a further period of uncertainty. So far as the Vietnam negotiations are concerned, Barron's weekly commented that "if this Is indeed the beginning of the end of the war, it dwarfs virtually all other investment considerations." Analysts said that the late improvement could be ascribed to short covering and other precautionary buying by investors hedging against the chance of an ebullient postelection market. Chrysler was the most-active stock, off 1V8 at 66 '4 on 217,400 shares. An early block of 99,900 shares helped put it In front CBS, up '4 at 54'4, was boosted into second place by a block of 131,000 shares at 54. Youngstown Sheet sank l's to 46 as third most-active. It was reported talking merger with Lykes Corp. which lost '4 at 33 in less active trading. United Fruit spurted 3 to 72 !4, following news it planned to merge with Textron which fell to43'8. Pan American Sulphur, up 1V4 to 36'2, advanced after news that International Nuclear will seek to acquire the company through an exchange of stock. International Nuclear rose l4 in the over-the-counter market to a bid price of 21. Jim Walter lost l'2 at 103, and U.S. Pipe declined to 33. Directors of Jim Walter have approved a proposal to acquire U.S. Pipe. Allegheny Ludlum rose 2 and Republic Steel 1 in active trading. IBM gained 6, Xerox 5'4, Santa Fe U, Eastman Kodak iy4, and General Dvnamics Prices were generally lower on the American Stock Exchange. Volume was 4.33 million shares compared with 5.46 million Friday. The exchange's index slipped 8 cents to $30.26. Slick Corp. was the most-active stock, unchanged at 23 Vj. (AP) The ribbon cut at the opening of the Georgia Poultry Federation headquarters was made of chicken feathers. NEW YORK (AP) - An extremely cautious pre-election stock market spent most of Monday in a depressing slide but came back to cut many of its losses in late dealings. Volume sank to 10.93 million shares from 14.48 million Friday and was the smallest since Sept. 4 when 10.05 million shares changed hands. The popular averages declined but, so fast was the comeback that two broadly based indexes showed gains, even though the advance-decline index favored the minus side. The Associated Press average of 60 stocks fell .2 to 350.8 with industrials off 1.0, rails up .3 and utilities up .2. The Dow Jones industrial average declined 2.18 to 946.23, having come back sharply from a loss of 5.78 at mid session. The New York Stock Exchange lindex of some 1,200 common stocks, however, ended with a gain of 2 cents at $57.97. Standard & Poor's, 500-stock index edged higher by .04 to 103.10. Of 1,560 issues traded on the New York Stock Exchange, losers had a wide lead of 712 to Burglary Case Postponed The arraignment of a Del-ray Beach man, accused of being the "fence" for an area burglary ring, was delayed Monday for two weeks. William A. Gore, 29, of 2612 N. Federal Highway, had been scheduled to appear In Palm Beach County Criminal Court on two counts each of conspiracy to commit a felony and buying, receiving or aiding in the concealment of stolen property. No specific reason was given for the delay. Gore turned himself In to Palm Beach County sheriff's detectives on Oct. 14. Sheriff's deputies said Gore was the 12th man to be arrested on charges related to burglaries In Palm Beach, Broward and Okeechobee Counties. Gore is free on $20,000 bond. Deputies have estimated burglary losses between $250,-000 and $500,000. Permit Value Takes Jump Total building permit value in West Palm Beach for the month of October was up by more than $2 million over the total In October of 1967, according to a report issued by the city building department. Permit value last month was $3,276,472, or $2,170,354 over the total in October, 1967. Total number of permits was 642 compared to 532 issued in October of last year. Highest value was placed on the permit for a $1.7 million 176-unit apartment building and club house, 1001 36th St., by Prime Meridian Corp. Second highest value for proposed construction was $400,000 for a Howard Johnson's motor lodge at 1901 Okeechobee Road.
