New York's John F. Kennedy Airport is the heart of the problem, but only because It is the hub of world-wide jet air travel. The secondary effects of JFK's sickness are spreading, with planes being delayed for takeoff at such far-off points of origin as Los Angeles because of predictable overcrowding five hours later over New York. Some foreign-flag carriers are planning on refueling stops as an almost routine part of their Europe-New York operations because of lengthy landing delays at Kennedy. Domestically, the traffic snarl is so acute that one day last summer a plane from Los Angeles was forced by congestion in the New York area to circle for more than an hour in a holding pattern over Denver, Colo. Some airlines are rejuggling their schedules to try to beat the system, reasoning that It is better to get the passengers to New York on time at 8 p.m. than 2 hours late on a flight due in at half-past-six. Another approach, by American Airlines, is to divert some of its transcontinental flights from JFK to Newark, which is also busy but less crowded. Some transatlantic carriers are planning to use alternate fields, such as Boston's Logan, Washington's Dulles and Philadelphia's International, all of which have facilities for customs, immigration and public health reception of overseas passengers. But these are all just stopgap measures, and everyone in commercial aviation agrees that things will get worse before they improve. It is pretty generally agreed that when Improvements comes it It is pretty generally agree a w en 'mprove e will be only as a result of heroic measures. Building more airports near major population centers, as is currently planned for New York, Los Angeles and Chicago, may not be the answer. In the first place, land near big cities, especially In the huge parcels required for modern landing fields, is frightfully expensive. And secondly, whenever an airport proposal is made, loud static can be expected from residents of the area. Some experts think the solution will come by getting away from the big cities. This Is a nation that has apparently occurred to Howard Hughes, the jet-age billionaire, who has proposed a vast intercontinental airport new Las Vegas, Nev., to serve the southwestern corner of the United States U.S. Rep. Neal Smith, D-Iowa, has advocated a system of "interchange" airports along much the same line. These would be linked to population centers by feeder airlines. In other words, the present system, in which major airports are near big cities and feeder lines fan out into the boondocks, is all wrong, in Smith's view. Wayne W. Parrish, an influential writer and editor on avl-ation matters, endorses Smith's proposal in a recent issue of his magazine, American Aviation, (5)C (2) 'til Closing.
