Heinemann contended, "Far from stimulating divorce, we think such a policy would strengthen marriage by guaranteeing the wife's economic security. This would remove a lot of the tension from and legal problem. We have to face divorce In the same manner modern states seek solutions to other social problems." Legislation now in preparation in Bonn and Stockholm would operate roughly like health insurance, but premiums would be guaranteed by the state from a special fund to be created for this purpose. BRUSSELS (WNS) "Marriage Continental style" may soon come with Insurance protecting the bride against divorce. Indeed, two countries already are preparing to demand that the marriage certificate be hedged with a divorce insurance policy for the bride. Most Continental countries (the Catholic lands excepted) no longer try to tie the knot with yards of red tape. Instead, they are accepting the Inevitability of divorce in many If not most mar riages, and are seeking to cushion the economic Impart. The European Society of Jurists, meeting In Brussels, was told that a number of Continental countries, among them West Germany and Sweden, are preparing legislation which would make It mandatory for the bridegroom to insure the bride against divorce In advance of the wedding A "divorce Insurance" policy would operate In practice like any health disability insurance. It would be based on the premise (according to one paper read at the Jurists' meeting here) that "modern marriage Is not made to last," and would be designed to provide the divorced wife with appropriate financial security. Pere Johannesen, Sweden's top divorce lawyer, added, "It is time all governments started looking at the problem of divorce rationally as essentially a social and economic problem. West Germany's Interior Minister, Gustav Heinemann, said there is nothing "radical or revolutionary about the idea of anticipating the almost Inevitable, and taking practical steps to protect the wife against divorce.
