24 ralm Beach Post Tiroes, Saturday, N ov, . 7Pg Saigon Can't Find Enough Good Reasons To Call Bombing Halt SAIGON (UPD The South Vietnamese government said Friday It "does not oppose" the bombing halt but declared It did not see "enough good reasons" for agreeing with tjfe United States on an end of all bombardments of North Vietnam. The half-hearted commtnl-que was delayed until nearly 11 hours after President Johnson announced the end of the bombing. An earlier official statement said the United States had acted unilaterally. Many leading South Vietnamese officials were angry and dismayed over Johnson's decision. There were fears of a Communist takeover resulting from a peace agreement. The communique did not commit South Vietnam to taking part in expanded preliminary peace talks at Paris. Reliable sources said President Nguyen Van Thleu and U.S. Ambassador Ellsworth Bunker met until early Friday morning In an 11th hour attempt to reach a united stand on the politically explosive Is sue. The sources said the meeting was extremely heated. The Saigon government's indignation was shown by a terse report broadcast three hours after Johnson's announcement over the government-controlled Saigon radio. It said the United States had "unilaterally" decided to stop the bombing of North Vietnam. A later communique, broadcast on radio and television at 8:20 p.m., barely 40 minutes before the bombing stopped, said the South Vietnamese government "did not see enough good reasons to have a common agreement with the U.S. government" on the bombing halt. The communique added, however: "Since we have a peace loving tradition, the government of Vietnam Is not against the cessation of the bombing." (In Washington, U.S. officials said that Thleu had given his agreement to a total bomb ing halt, and cautioned against attaching too much significance to public statements on the matter by him and other South Vietnamese leaders. ) The general reaction of the man-tn-the-street in Saigon ranged from cries of "sellout" to general relief that the war could be entering its last stages. Thleu has maintained that North Vietnam should give concrete, announced evidence of a deescalation of the war before the bombing could stop.
