THE PALM BEACH POST SATURDAY, MARCH 28, 1998 15A 41 Senate tobacco plan would boost prices False Nike shoe trade-in deal running in cyberspace The proposal, under fire from the industry, I vyou Id cost cigarette I makers much more sharply critical of the proposal and, by pulling negotiators in opposite directions, are undermining the chances that there will be a new tobacco law this year. If legislation is to be enacted, it will need the public health community's approval and probably the reluctant acquiescence of cigarette manufacturers. It is too early to tell if the tentative proposals being floated by the Senate committee will evolve into a bill that a broad spectrum of interests can support. Dr. David Kessler, former commissioner of the Food and Drug Administration, was extremely cautious about its prospects at the end of the week. "This is very complicated. This is not going to be easy . . . it's close to impossible to get a consensus," said Kessler, who is closely involved in the negotiations. Kessler and Dr. C. Everett Koop, the highly regarded former surgeon general, are being consulted on many of the deal's provisions. Although the tobacco companies are not among those at the negotiating table, they are registering their criticisms in letters to the White House and through Wall Street analysts. "I'm not talking to the tobacco companies, but I do talk to these Wall Street analysts, and they are saying that this could put the companies out of business," said committee Chairman John McCain, R-Ariz., as he rushed from one negotiating session to another. If one or more of the companies goes bankrupt, they will not be able to pay plaintiffs or meet the obligations of a settlement an outcome McCain wants to avoid. The work of McCain's committee is being closely watched, in part because it has been designated to lead the Senate negotiations but largely because he is viewed as one of the few senators capable of persuading Republicans and Democrats to reach a compromise. If McCain succeeds, his would be the first bill to win support from a number of members of both parties. these email hoaxes, and are dismayed that well-intentioned people are being duped," said Nike spokesman Scott Reames. The Internet chain letter says the company makes fields and playgrounds for underprivileged youngsters from old athletic shoes. Reames said Nike does have a recycling program in which old shoes are ground ; up and used to build tracks and playgrounds, but that the company has never offered new shoes in return. Vie Associated Press BEAVERTON, Ore. Want a free pair of shoes? "You can't get them from us," says Nike. The sneaker giant said Friday an e-mail circulating in cyberspace promising a free pair of Nike shoes in exchange for old ones is a hoax. Since the e-mail began making the rounds last month, Nike has been flooded with hundreds of pairs of worn-out shoes. "We do not condone than earlier plans. Los Atgeles Times v' ! ; WASHINGTON The price of a pack of cigarettes would rise by $1.10 over the next five years and tobacco companies would pay $506 billion over 25 years significantly more than the settlement proposed by the industry and states attorneys general last summer under an agreement being hammered out by the Senate Commerce Committee.
