Americans earned between $100,000 and $200,000 in 1972. The number of people who made more was only 22,-929. This is slightly more than one-tenth of 1 per cent of all us moneymakers. All together they would fit into a single town, and not much of a town at that. So here is the question: Who are all those people occupying all the decent real estate in Washington? And how come there are so many of them that they have to overflow into all that expensive real estate in Manhattan? Even that isn't enough to contain them. They need miles of $200,000 houses in . Los Angeles, Houston, Chicago, plus ranches and estates in Texas, Colorado, Kentucky, Maryland, Maine . . . plus winter real estate in Palm Springs and Florida and summer real estate on Cape Cod and Lake Michigan. Don't try to tell me all this territory is occupied by Rockefellers, Mellons and similar Croesuses. They are not the rich rich. I've seen them by the thousands on their summer boats, boats that cost more than Rolls-Royces, and they are the kind of people whose idea of high life is drinking a beer before a television set on the poop deck. You don't sail those boats around Cape Cod on the occasional $100,000 windfall. Those boats represent what Bert Lahr used to call scratch, just like ihe Bel Air and Georgetown homes. And if there were really only 91,707 people who had it, most of us would never even see one, much less find them sitting athwart the row houses of our choice. It seems likely that government figures give no real idea of the true wealth of Americans, or how widely it is spread, and the mystery is: Who are those people? Until the statisticians find out, they will remain the phantom rich who haunt the rest of us with a sense that we are never going to make it to Newport. shock the Carter people arriving from Atlanta have had from the real-estate agents down there. The Carter people have been amazed and saddened, apparently, to learn that there are many more rich people in America than they thought. The discovery came when they went house-hunting and learned that people with government incomes can't afford to live in Washington. All the decent housing is already occupied by rich people, and I don't mean the kind of rich people who once made $100,000 in a big year. The trouble is, I don't know what kind of rich people I do mean. There is clearly a vast class of rich people in America whose wealth comes from mysterious sources never reported in the government statistics. In Washington, for example it is almost impossible to buy a passable house in a second-drawer section of town for less than $100,000. A decent house in these neighborhoods may run to $150,000. In a flossy neighborhood like Georgetown, you can get a row house not so wide as a church door for $175,000, but if you want room to sit down it will be $200,000 and skyward. Government people don't get paid at those rates, which is why the Carter people are discovering they're not going to Washington with Jimmy, after all. Instead, they're going to Rockville, Fairlington, Leesburg, Scaggsvjlle and similar points north, east, south and west of Washington far north, east, south and west to make the acquaintance of Maryland's and Virginia's splendid turnpike system. These people are undergoing the same kind of awakening that followed my year of the $100,000. If I'm on top of the world, how come there are so many people up there above me? It raises the question of who all those people up there are. The last figures I have show that only 91,707 (c) New York Times One year a decade or so ago, I made $100,000. Never mind how. It was legal. It felt indecent and wonderful, and for several months I basked in the delusion of being a rich man. That was when I discovered the mystery of the American rich. Feeling rich, I did what the rich are supposed to do and consulted a tax lawyer. He was a social acquaintance, one of those Washington attorneys who devote their lives to rescuing large corporations from the perils of taxation. He was kind when I told him of my vast windfall. He did not laugh. In fact, he barely smiled. But such a smile! It was a quiet little murder. "How delightful that anyone should think $100,000 a sum worth quibbling about with Internal Revenue," that smile said. He kindly offered some advice, though there was little to give. The $100,000 was all in the nature of salaried income, which gets short shrift from the tax-shelter designers. About the only advice you can give anyone who has salaried income is: Buy yourself a new suit and put the rest aside for the government. And this is pretty much what he suggested. Being improvident, I found it hard to take his advice, with the result that I spent the next three years threadbare on account of having to use most of the income of those years to pay the tax and penalties on the $100,000. I do not say this to whine. Nobody is going to waste a tear on anybody who has ever seen $100,000 in a single year. Before I experienced the pleasure, I would have delighted in any torments that could be inflicted on such parasites. In fact, I hav been ashamed until now ever to admit to the whole experience. Washington has apparently feared the possibility that such organizations as the European Program Group, which met this year in Rome to discuss cooperation of Europe's defense industries, might cooperate at the expense of American interests. Quite a few statesmen from EEC (the European Community) already know Vance personally. He has spent some time in the general NATO area, as a Vietnam peace negotiator in Paris and as a Cyprus mediator between Greece and Turkey. He is well regarded as sympathetic to the Atlantic alliance as well as EEC. The community is determined to strengthen its position as a world force while at the same time doing its utmost to work with the United States on the closest terms. Sir Christopher Soames, who retires next month as EEC commissioner for external relations (foreign minister for "Europe") has this to say: "Inevitably there was bound to be a certain schizophrenic line in Washington. The U.S. genuinely wanted to see West Europe get stronger and better organized, thereby more able to look after itself and share com- mon burdens. Not only the military burden in NATO but supporting our general Western concept of a way of life. "Therefore Washington essentially feels that a strong 'Europe' is good news. But this 'Europe's' interests cannot be the same as those of the United States except in the broad sweep of things. Differences on agriculture are an example of what hits one in the face when one gets to lesser fields." Looking back on his four years in this job, Soames acknowledges that, thanks partly to world economic problems and the intermittent energy crisis, EEC is still less "cohesive" than he would have wished. Yet he stresses its increasingly important influence. " 'Europe's' 250 million people now run 20 per cent of the world's trade outside EEC's own frontiers," he adds. China has recognized EEC and accredited an ambassador. Soames hopes there will be an eventual Sino-European commercial accord. The community's trade is increasing with the Indian subcontinent, East and Southeast Asia, Africa and North America. "We have become a personality on the world scene," he claims. "EEC has notably increased its stature during the past four years even if it is still far from achieving its fundamental goals. It did a great deal for Portugal during that country's post-dictatorship crisis. It is now eagerly wooed by Spain. It has been most helpful to Greece since democracy regained power there. "It is gaining importance for Turkey and Yugoslavia .with which we have just signed an economic cooperation accord. Greece has applied for full membership, now being negotiated. Turkey has not yet made such application but we will have a new association agreement within three months." Perhaps the greatest testimonial to "Europe's" progress is in the stalemated proposal from Moscow's Comecon group of East European Communist nations that it should deal directly with EEC as a block. EEC refused because Comecon is dominated by the Soviet Union, its overwhelmingly No. 1 member. EEC is in no sense dominated by the United States which is not a member and with which it often has disagreements. The European community merely suggested to Comecon that if any of its members wanted commercial deals, they should feel free to do so bilaterally between each applicant and EEC, thus avoiding Soviet attempts to put pressure on individual Comecon countries seeking to improve their own trade with the west. The story of "Europe's" wavering but steady rise is undramatic and far from glamorous. But it exists. And the nine present members of tl.e club plus the list of those who hope to apply, all hope there will nov be more clearcut, steadfast American support for this new body than has always been evident in the recent past. (c) New York Times WASHINGTON - Unhappy precedent makes one wary of writing about the freshness and promise of new people in Washington. The place has seen so many hopes curdle. But anyone who visits the amiable chaos of the Carter transition office is likely to come away thinking that its young men and women are fresh, un-cynical, modest. "There's nobody here who's self-important," Barbara Blum, the director of transition operation, remarked to a visitor the other day. "And we're really not an avaricious bunch. It's not your blind ambition crowd." The transition people are mostly under 40, and many have done public-interest work in law, the environment, health and the like. Mrs. Blum, originally from Kansas, has a master's degree in social work and helped run a mental health clinic on Long Island before moving to Atlanta with her husband and four children. There she became an environmental lobbyist, and met Jimmy Carter; in the campaign she worked up to one of the top staff jobs. She is 37 and seems younger; her long dark hair is tied in the back and pulled forward over one shoulder. Down the hall from Mrs. Blum some CIA men were dismantling a slide projector they had used for a briefing. It was meant for Jack Watson, the transition leader, who had just got his security clearance, but he was off doing something else. Watscn, a 38-year-old Atlanta lawyer, has a soft voice and gentle manner. When he talks about public service, he begins by sayii.?, "It may sound corny, but . . ." He seems so nice that some will inevitably think him naive. And innocence doubtless did play a part in the business that was publicized as a first sign of the staff strains so familiar in Washington. Because he had worked on transition ideas during the campaign, Watson went quickly to Washington after the election and was pictured as the Carter representative. It looked to some as though Hamilton Jordan's campaign staff was being cut out, and commentators eager for trouble got their knives out for Watson. The talk in Washington was that he had blundered - and lost his effectiveness. "Dues it hurt? Yes it does," Watson said. "It's a new thing to me, but it's a lesson you just have to learn. I'm not trying to cut anyone out. Jimmy knows that and Hamilton knows it; he'd like the gossipers to stop just as much as I would." Jordan agreed, when asked about the episode. He said the misunderstanding was exaggerated - and was all over before the shouting started. I believe that. Watson is still suggesting names for Jordan's talent hunt. My guess is that both will be with Jimmy Carter after Jan. 20, probably on the White House staff. The principal activity of the transition office is to prepare briefing books for future Cabinet members. That has led to some misconceptions. One commentator suggested darkly - and uninformedly - that the staff was trying to preempt policy decisions. What actually is happening is that teams in different areas of government are listing the issues likely to demand early decision: the Bl bomber, for example, or the details of a Vietnam pardon program. The transition people are talking to current federal officials, to congressional staffs and to interest groups, and noting the ideas favored by each. All of this will go to Carter Cabinet members as possible options. Mrs. Blum put it: "Not 'here is the problem and here is the solution' - that would be supreme arrogance. But 'here are all the possibilities that we could find.' And anyone who comes in has the ultimate option of throwing the book in the wastebasket." After the hubris, paranoia and lawlessness in recent American presidencies, one of the great questions about the people close to Jimmy Carter is what their attitude toward power will become. Can they possibly keep their casual, low-key air? Will they resist the imperial lures? "I like the feeling that there's no such thing as power," Mrs. Blum said. "There's only the illusion of power. You have to remember that." Watson said he thought one of the most important things was to make sure a president got straight information - "not distorted, pitched to one ideological side or another." But that asks a great deal sf staff people, because presidents so often come to resist hearing unpleasant facts. George Reedy, in his classic study of the Johnson White House, showed how easy it was for a president to be isolated from reality, and how destructive. If those near Jimmy Carter actually are able to resist the temptations of power, and help him to do so, it will be in part because they are so secure in their relationship with him. Listen to Hamilton Jordan or Jody Powell or Jack Watson or Barbara Blum, and you'll hear people who are not afraid to say what they think. They even still call him Jimmy, a lot of the time.
