December 12, 1976 Government Pays Him To Think Richardson's Top Analysis Man Winds Up 6 Years Richard Darman, 33, has been understudy to Elliot Richardson since going to work tor him at HEW in 1970. In each of his jobs in four different Cabinet departments Darman has had 'planning,' 'analysis' or. 'policy' attached to his title. He's been paid to think. son. A maid helps out at home. Darman's schedule leaves little time for putting up storm windows and other home chores. "Come out to my place if you'd like to see some un-terided landscaping," he says. Twice the telephone service has been cut off at home because he had neglected the bills. He says he's come to recognize the tan-colored envelopes the phone company sends containing a warning of a suspension of service. As a government official, Darman claims no single success. Such claims are worthless, he says. So stubborn are the problems that no one man not even a president can reshape policy. The most any individual can do is "nudge" it. A hint of that attitude comes when he discusses a hobby - painting. "You'd be surprised at how many poor painters there are in the government," he says. (g'There are times when one is so frustrated at the lack of progress he's able to make that he wants to create something tangible he can see." WASHINGTON (UPI) - To reach Richard Darman's office on the fifth floor of the old Commerce Department building, a visitor treads dim, narrow corridors so long that the mail is delivered by a man who drives an electric cart and honks a warning when he comes to a corner. The drabness disappears inside. The office has all the executive trappings - plush carpet, walls of mahogany, the same grassy view from his draped window that the President sees from the Oval Office. Darman is one of the 2,200 ranking Republican officials who must make way for Jimmy Carter's new crew. Winding up six years in government, wearing a pin-stripe suit and loafers, looking rumpled even by 10 a.m., Darman stretched his legs to rest them atop a coffee table and took time to discuss what it was like to be a high government official. What time did he get to work? Who were his friends? Did he talk shop with them? How hard did he work? How did he know if he was doing any good?
