Sunday, December 12, 1976 A9 OPEN DAILY 9:30-10 SUNDAYS 10-6 SUNDAY THRU SATURDAY Direct British Role Seen Way To Break Rhodesian Deadlock L7 THo WADDLE) NEWS'- From Post Wire Services LONDON - A direct British role in Rhodesia including possible control of the Justice and Defense ministries was seen yesterday as a way to break the deadlock that has delayed formation of a transition government in the southern African country. Secretary of State Henry A. Kissinger, whose five-point peace plan has been rejected by black nationalist leaders, discussed the impasse with the British Foreign Secretary Anthony Crosland. The two then attended a soccer match together on what is Kissinger's last official visit to Europe before stepping down on Jan. 20. While no decision was taken, sources close to the stalled Geneva talks on Rhodesia said a potential solution was forming around a direct British presence during the transition from white to black rule, but without military forces. Britain would provide a resident chief of state and possibly another minister to hold the merged posts of justice and defense. Kissinger's plan called for white Rhodesians retaining the two ministries, but the black delegations at Geneva rejected that. Soviets Welcome Carter Statement MOSCOW - The Soviet Union has noted the "positive character" of President-elect Carter's recent statements about Soviet-American relations and welcomes the opportunity to improve detente, a top Soviet political specialist said yesterday. Georgi Arbatov also warned that "the enemies of detente have not laid down their arms" in the United States and predicted they would try to influence the Carter administration. Arbatov is director of the U.S.A.-Canada Institute, and as such is the highest-ranking Soviet analyst of North American affairs. He made his comments in an article in the Communist party newspaper I'ravda. He said Moscow was relieved at Carter's announced intention to seek a second SALT agreement soon that would not only limit but reduce nuclear missile strength. Carter also expressed his thanks for a Soviet promise not to pose any special problems as a test for his new administration. Lisbon Water Crisis Forces School Closure LISBON, Portugal Schools were ordered closed yesterday because of sanitation problems on the third day of Lisbon's water crisis. A mob of 300 panic-stricken housewives raided a truck delivering water to a bakery. The shortage, caused by a sabotage explosion Thursday on the main aqueduct depriving the city of 90 per cent of its water supply, apparently was aimed at creating unrest for the local elections today. Communist youth squads plastered Lisbon with posters in the last hours before the nationwide local elections that could make or break the moderate Socialist government. Groups of Socialists and Communists paraded in the streets yesterday chanting slogans and singing victory songs. No violence was reported. Group Urges Help For Malnourished Fat WASHINGTON - Most countries, rich and poor, need to develop national policies to help malnourished fat, overfed persons as well as providing more food for thin, hungry ones, the WorldWatch Institute said yesterday. This should be done although individuals have the final responsibility for eating too much of the wrong things, including many products which are linked to cancer and heart disease, the institute said in a new report. "Governments have a responsibility to provide a structure of incentives and information that enhances rather than threatens the well-being of their populations," it said. Ulster Sniper Kills British Soldier BELFAST, Northern Ireland - An Irish Republican Army sniper killed a British soldier yesterday in Londonderry, Northern Ireland's second largest city, army headquarters said. Earlier yesterday, a bomb exploded in the attic of a hotel in Porta-down during a wedding receptipn, wounding at least 52 persons, one of them critically, police said. The army said the soldier was shot in the back when the sniper opened up on a six-man patrol in the Roman Catholic Bagside district, a stronghold of the IRA's militant Provisional wing.
