Palm Beach Post-Cox News Service For 30 years, the two little slips of paper have been hidden in bank vaults. Now, their owner wants to turn them over to Attorney General Janet Reno because he figures he can finally trust the government to do the right thing. And, with James Earl Ray near death, Donald G. Wilson, the man in custody of the documents, figures the time has come to reveal the secret he has kept since shortly after the Rev. Martin Luther King Jr. was assassinated. As an FBI agent in Atlanta in 1968, Wilson said Monday, he took the two pieces of paper from Ray's car and did not turn them over to his higher-ups because he felt he could not trust them. A photocopy of one slip looks like an itemized list with five words with figures next to them that appear to be dollar amounts. At the bottom, appears a word that looks like Raul. The second slip also contains the name Raul, along with a phone number that apparently can be traced to Jack Ruby and the Vegas Club in Dallas. Ruby owned the club when he was arrested in 1963 for killing Lee Harvey Oswald. Ray, serving a 99-year sentence, has always insisted he was set up by a shadowy gunrunner he knew only as Raul. Wilson showed the information to Fulton County District At- delays issuing ; of green cards The New York Times , , The federal government has delayed issuing tens of thousands of residency permits for immigrants because a new machine designee! to produce fraud-proof green cards has been dysfunc:. tional since it was installed last summer. Immigration lawyers say this is only the latest calamity in a system that has never functioned, efficiently. But spokesmen for the Immigration and Naturalization Service said the agency was only working out the bugs that are inevitable as if starts using sophisticated technology to produce a green card that contains digital fingerprints and high quality photographs. ' Few immigrants will suffer dire consequences from the delay, like losing their jobs or homes. But ' some are panicky, and many will be nervous until they hold their green cards in their hands. The ; cards, which confer permanent legal residency, are a precious commodity, representing the first formal step toward becoming an American. Many immigrants are worried because they do not understand what is happening. The immigration agency has not notified them that there have-been technical delays in manufacturing the cards: . So only those immigrants determined enough to: dial their way through the agency's dizzying bureaucracy have learned about the problem. A spokeswoman for the immigration agency, Amy Otten, said the new machine, which was installed late last summer in a regional immigration office in St. Albans, Vt, could not be called broken. .. She said the machine was functional and producing cards but the cards were not all "of high quality." , - "They may appear with a scratch across the. face in the photo, for instance," she said. "We're., still working the bugs out of the new system." Otten said that there were 75,000 green cards being processed in St. Albans, of them, about 40,000 cards are considered to be of acceptable . quality; some 15,000 are of poor quality; and 23,000 .' have not been produced yet. None have been ; mailed because the whole lot is considered a batch in progress. .. looked aghast at the commotion.
