A West Point spokesman said out of 3,818 cadets who voted on the penalty question Thursday, 2,523 favored scrapping mandatory explu-sion for code violations and 1,295 supported mandatory expulsion less than 1 per cent shy of the two- thirds majority need for reform. "I think the vote endorses their (the cadets') strong sense of commitment to the code and to the system as it now stands," the spokesman said. Sources said announcement of Ulmer's transfer was delayed until a successor could be named, an action requiring presidential approval. They said Ulmer's departure was prompted partly by congressional criticism of his rigid opposition to any changes in the West Point honor system, which requires dismissal from the academy for any violation. West Point cadets voted Thursday on whether the honor system should be softened to include milder penalties. A majority of the cadets voted for a change but the vote fell just short of the two-thirds needed to revise the penalty provisions.
