One method being considered by Ford to reduce taxes is to raise the individual income tax exemption from $750 to $1,000. Asked if Ford still plans to tie any tax cut proposal to a comparable reduction in federal spending, Nessen answered: "The President is still committed to the principles of restrained government spending." Carter received the $15 billion-tax cut recommendation on Thursday from members of his staff and a group of business advisers who met with him in Washington. Carter will make his own amendments and changes to Ford's budget after he becomes president Jan. 20. Thomas B. Lance, Carter's director-designate of the Office of Management and Budget, told reporters Thursday the seriousness of the economic slowdown would require action by Carter within a week after he takes office. WASHINGTON (AP) - A White House spokesman left open the possibility yesterday that President Ford may propose a tax cut greater than the $10 billion one he has promised to include in the fiscal 1978 budget. Ford is to submit the budget to Congress Jan. 17, three days before he leaves office. Press secretary Ron Nessen was asked if Ford is considering a higher tax cut because of the economic slowdown and in view of the fact President-elect Jimmy Carter has received recommendations for a $15-billion tax reduction. Nessen, leaving the door open to such a possibility, replied: "The President is committed publicly to a tax cut proposal of $10 billion. He is studying the economic situation and will make decisions shortly on what he will propose." He said the President's budget Nessen said the President plans to complete his work on the budget before he leaves for a two-week skiing vacation at Vail, Colo., Dec. 19. Nessen announced that enroute to Vail, the Fords will stop briefly at Ann Arbor, Mich., where the First Lady will receive an honorary degree from the President's alma mater, the University of Michigan. Other than some work on his State of the Union message, the President intends mainly to enjoy himself at Vail, Nessen said. The President has not decided whether to deliver the message personally to Congress on Jan. 12. Ford met briefly yesterday with two foreign visitors. Fumhiko Togo, Japan's ambassador to the United States, delivered a private message from Premier Takeo Miki, who has said he will resign soon, accepting responsibility for the ruling conservatives' defeat in Sunday's elections. Although a Republican, Mrs. Fenwick nominated Mrs. Abzug for a place in the Carter administration. There is speculation about a Supreme Court seat for her friend, she said, but, "We have here not a judge but an advocate. I think she belongs in the Cabinet." Audrey Rowe Colom, who is chairman of the National Women's Political Caucus, offered a toast: "To Bella, who alternately inspires, challenges and hassles us to get off our asses and fight!" WASHINGTON (UPI) - The capital's feminists - secretaries and powerhouses said farewell to Bella Abzug yesterday. But the New York congressman, who gave up her place in the House of Representatives to seek a place in the Senate, told them she would return. "Like Jimmy Carter, I expect to be born again," she said. "I may have lost my seat, but my voice never." Letter Bomb Blows Up On Conveyor NEW YORK (AP) - An envelope addressed to a federal agency exploded yesterday on a conveyor belt at the General Post Office, police said. No injuries were reported. A second letter bomb on the same conveyor belt was found before it went off. The device that went off was addressed to the U.S. Immigration and Naturalization Service, police said. The battery powered letter bombs were found on the fourth floor of the Post Office at 31st Street and Eighth Avenue in midtown Manhattan. On Dec. 1, four letter bombs addressed to President-elect Jimmy Carter or federal agencies ignited in separate mid-Manhattan locations. They caused one slight injury and minor damage.
