What raised the governor's ire was the fact that the bill was so written that it would have superceded the consitutional amendment since that proposal leaves much of the implementation to the legislature. Askew press secretary Paul Schnitt said the governor was opposed to any attempt to weaken the Sunshine Amendment. "It was a clear mandate from the people and anything less would not be acceptable," Schnitt said. However, Sayler maintained that the people did not know what they were voting on. He said he felt Askew might change his mind about a veto when he saw how difficult it was to get people to serve in public office. While the measure covers only elected officials mentioned in the constitution, the legislature could extend it further, and it is that fear that is scaring people away from even serving on advisory boards, Sayler said. "I would like to think the governor is getting smarter as he gets older," Sayler said.
