Palm Beach Post, Friday, December 10. 1976-A15 New System Warns Controllers If Landing Planes Fly Too Low WASHINGTON (UPI) - In a new effort to cope with the most dangerous part of flying, the Federal Aviation Administration (FAA) yesterday introduced a $2.9 million system to automatically warn radar controllers if planes get too low while preparing to land. The system, using a computer to check a plane's altitude against a map of terrain and man-made obstructions within 50 miles of an airport, grew out of an Eastern Airlines crash in Florida that claimed 98 lives in 1972. If a plane inside the 50-mile limit flies too low, the computer automatically flashes the words "LOW ALT" above the craft's location on the radar screen and sounds a rapid "beep, beep, beep" at the radar console. The controller then radios the pilot: "Low altitude alert, check your altitude immediately." The FAA said it is up to the pilot to act on the warning. FAA officials said the new system probably could have prevented both the 1972 Eastern disaster, in which a jumbo jet plunged into the Everglades while trying to land at Miami, and the crash of a TWA jetliner that hit a mountain and killed 87 persons while approaching Washington's Dulles Airport in 1974. Officials said the system already is in operation at Dulles and at Los Angeles International Airport, where mountains lie in the path of approaching aircraft. It will be expanded to Detroit, Denver, Houston and St. Louis by February, officials said, and will be in use by mid-1977 at the 63 airports handling 90 per cent of all U.S. passenger air travel. Aviation safety records show approach and landing are the most dangerous times of flight. The altitude alert for controllers is the FAA's second step within a year to make approaches and landings safer. The first, completed in September, was to require a "whoop, whoop, pull up" low-altitude alert in jetliner cockpits. Frank Cunningham, chief of FAA air traffic control operations, said the $2.9 million controller alert system will monitor all transponder-equipped planes, including airliners, operating under instrument flight rules. He said pilots using visual flight rules must request monitoring to receive it.
