While the 1 ' N ' IMMI I ' bureau is likely to retain its role in coping with acts of espionage and sabotage against the United States, that aspect of its activities will be more clearly aimed at foreign threats rather than supposed domestic subversives. A 1975 congressional staff report charged that the FBI had developed a domestic intelligence system "to a point where no one inside or outside the bureau was willing or able to tell the difference between legitimate national security or law enforcement information and purely political intelligence."
