I 3518 South Dixie, W.P.B. 833-5870 S LAKE WORTH - Palm Beach Junior College Trustees, acting as the "legislative body" for resolution of impasses under the state's labor law, held a public hearing last Thursday in the Student Activities Center. Although court efforts by the United Faculty of PBJC to block the hearing failed, union spokesmen again protested during the meeting that the trustees were not the proper body to resolve matters in dispute between the union and the college. The day before, Leon County Circuit Judge Donald Hartwell refused to grant a union request for an injunction against the meeting, but he did not rule whether the trustees were the proper "legislative body." Efforts by Mrs. Homer Hand, board chairman, to keep last week's meeting strictly to an explanation of the differences between the college and the union generally were successful. But both Glen Marstellar, chief union negotiator, and Gerard Pagels, a state union executive, managed to protest the hearing as the meeting progressed through three hours' discussion of about 20 items at impasse. Settlement of the disputed matters and the signing of what would be the first union contract in the history of the college could be delayed until the courts decide who is to be the final arbiter.
