"It will be a small oasis, a sort of mini-Central Park," said Houston Parks and Recreation Director George Lanier of the site near Market Square. "For Houston to turn parking spaces into green space is kind of a good, healthy sign. Maybe we've reached the point where enough is enough." Houston, the nation's fifth largest city, also ranks 140th in park space per resident, Lanier said, and about half the downtown area is parking space. He said the city had about 1 acre of parks per 4,000 residents, one-fourth the desirable ratio of 1 acre per thousand. "And we need to add 4 to 5 acres a week just to maintain the status quo relationship of citizens to green space," Lanier said, noting estimates that thousands of new residents move in each week. He said this particular parking-lotto-park story was more than just historically unusual. Original downtown redevelopment plans that called for a park were sidetracked by efforts to make Market Square a sort of "old town" for tourists. When that fizzled, civic groups argued the parking space was not so crucial and began pushing for reconversion to green space. City officials went along. But Lanier hopes the change also means Houstonians have begun to take a serious second look at the problem of relating growth to living quality. "I think the last year-and-a-half of trying to tell people about the plight of the Parks Department has also been a factor," he said. "I think initially everybody was too busy growing and reaping the profit from growth to look around and say, 'Hey, are we changing our quality of life?' I think they're asking that question now." BE? Wideman noticed a luxury car parked 10 feet from the front door of the department's auto theft detail headquarters, he decided to check it out. The car was listed as stolen last June from a dealer at Tuscaloosa, Ala. Wideman waited until a woman appeared about 15 minutes later and got into the car. He arrested Mary Dixon Baker, 40, on charges of buying, receiving and concealing stolen property. "I wish we could find all of them parked at our front door," Wideman said.
