On Sunday, Dozier led a service in which general forgiveness of sin was bestowed on some 12,000 persons, including many divorced and remarried Catholics. After the mass of general confession and forgiveness, the participants received Holy Communion -a sacrament denied divorced and remarried Catholics who are excommunicated. "It is not the intention that general confession and absolution be the common form for this sacrament," said Bernardin, "but rather that they be reserved for exceptional cases involving real necessity." Bernardin said the rite "by itself does not regularize their marital status in the eyes of the church ... Where such regularization is or may be possible, it must come through the church's established procedures for marriage causes." As for Dozier's right to authorize the Memphis service, Bernardin said, "It was not a decision about which he either consulted the Conference of Bishops as a whole or was obliged to do so." One out of 20 persons queried also described local schools as inadequate. High-income Americans were less satisfied with public transportation than low-income residents who generally are more dependent on it, the Census study indicates. But low-income Americans were more likely to complain about shopping facilities available to them. "Nationally, 41 per cent of the households reported inadequate public transportation, 14 per cent reported inadequate shopping facilities, and 5 per cent reported inadequate schools," said the Census Bureau. The Census Bureau conducted the study with the Department of Housing and Urban Development. The bureau said the 1974 survey took more than a year to prepare, partly because of the sophisticated questionnaire that went to 80,000 U.S. households. "Schools were criticized less frequently, with high-income households about as critical as those of low and moderate income - each about 5 per cent," said the Census Bureau. The survey showed that renters paid about 22 per cent of their income for housing. Families earning less than $5,000 income spent 35 per cent on housing, while those with incomes of $25,000 or more paid less than 10 per cent for housing.
