The party, which is headed by Yohei Kono, a 39-year-old Diet veteran, proved to be the election's biggest winners proportionately. Its original five lower house members were re-elected along with 12 newcomers. Other big winners were the Buddhist-oriented Komeito, or Clean Government party, which increased its seats from 30 to 55, and the Democratic Socialist party, whose Diet members jumped from 19 to 29. The gains are doubly significant because under Japanese parliamentary procedure only parties with more than 20 seats' may introduce legislation and only parties with more than 50 seats may introduce budget bills. The success of these three moderate opposition parties was attributed to a growing dissatisfaction with the conservatives' long and sometimes scandalous rule, and a desire for change, but not radical change.' (c) New York Times TOKYO - The Liberal Democratic party (LDP) lost its parliamentary majority in Japan's general elections Sunday, touching off a growing sense a new political era was about to begin in the world's second largest democracy. Final election returns compiled late yesterday showed the Liberal Democrats, who had dominated Japanese politics with comfortable legislative majorities for 21 years, won only 249 of the 511 seats in the expanded House of Representatives. Confronting the divided conservatives are five opposition parties with seats totalling 241. In addition, there are 21 independent members, who will be eagerly wooed by the conservatives seeking a working majority. It is certain that the LDP alone cannot build its accustomed control of Parliament and the powerful committees either in the lower house or in the upper chamber, where the LDP's majority already has been reduced to a slim two- or three-vote margin. Half of the higher body's 252 members are up for election again next summer. Unofficial campaigns already have begun. "I have accepted the verdict of the people," a tired-looking Premier Takeo Miki told reporters yesterday afternoon after the outcome of the Sunday election had become apparent. "They have sought a new political direction." Miki, who said the outcome was more severe than he expected, called for a thorough reconstruction of the party, a cleansing of political corruption and an end to the party's internal power struggle. He made no mention of resigning his defeated party's presidency and, thus, the premiership. In fact, he spoke of leading the party, actually a collection of factions, "in new directions." But last night, Yasuhiro Nakasone, one of the premier's strongest allies in recent party struggles, suggested Miki should resign. Such calls are expected to mount. The biggest losers proportionately in the election were the Communists, whose Diet membership fell from 39 to 17. "I admit defeat," said Communist party chairman Kenji Miyamoto. "Many of our votes went to the new conservative party."
