Metz's wife wants him to chop down the tree, but he feels no animosity toward it. "It's just a tree," he said. "That one didn't even do very well. Some I planted did better but it did enough." Inside, it is warm completely paneled in knotty pine. The kitchen and dining room floor are red brick, carefully laid by Metz. He also added on two bedrooms. It is a man's house. A botany major in college and owner of two flower shops, Metz increased the woodsy atmosphere by planting exotic vegetation around the house giving it the appearance of a comfortable hunting lodge set in a lush tropical rain forest. A permanent reminder of Tommy is the dated lines carved in the kitchen doorpost where Metz marked the height of his sons. His wife has become a "devout" Catholic a believer in pre-destina-tion, Metz said. He does not, nor is he a mystic. "I wish I were. If there is any way Tommy could come back and haunt us I know he would." Last Tuesday, an ironic coincidence momentarily struck Metz numb. He had refused to view his son's body at the scene. A week later, he asked someone to point out the tree. For nearly a minute, Metz stood rooted not taking his eyes from the Weeping Ficus. Then he said: "I planted that tree." Tommy's remains were cremated. "We had talked about death," Metz recalled. "He told me he didn't want to spend his time in a cemetery." Metz, Billy and Jimmy scattered the ashes in the ocean. "I'm glad he's there. It's always changing," he said. Metz goes there often, taking long walks, talking to himself, breaking into tears. "I was thankful I didn't see his body, but now I wish I had to make sure." His doctor tells him the outbursts may take as long as six months to disappear. The parents of three young children who also died by hanging have contacted Metz to comfort him. "I'm sorry because it has opened them up to this grief again," he said. After the shock wears off the depression comes nobody ever says anything about that. "We're working on a report to examine how effective air quality regulations have been, whether the air quality has improved since July 1975. If it hasn't improved, then the industry definitely is going to be looking at tightened regulations on open burning. We are aware that burning can create serious problems." Nelson Fairbanks, vice president of the Florida Sugar Cane League, disputed county data, maintaining the league's 16 monitoring stations gave a more accurate reading than the Health Department's single station near the Belle Glade water plant. "Starting in 1972, our 16 stations showed a significant drop in particulates. It dropped from 62 in 1972 to about 47 last year," Fairbanks said. He attributed any annual decline in air quality to growth in the Glades which, he said, has worsened air quality during spring and summer months. Mike Martin, Health Department air specialist, said Glades pollution problems occur during the five-to-six-month-long cane harvesting and processing season. "There are about 300,000 acres of sugarcane in Palm Beach County. The growers began the burn-off of their fields (in preparation of harvesting) this season about Oct. 15. The open burning will go on through April," Martin said. The pollution specialists said uniform standards regulate emissions from processing plants but said no such regulations exist to control the open burning of fields. Only requirement is that fires can't be started before 9 a.m. and must be extinguished an hour before sunset. Health Department officials concede it is difficult to police this requirement. George Wedgworth, president of the Florida Sugar Cane League, gave an indication of the amount of smoke generated by open burning. Wedgworth said growers burn roughly 2,000 acres a day in Palm Beach County. He said a flash fire strips a 40-acre plot of its dense growth of foliage in about 20 minutes. Martin praised the industry for its cleanup of the processing phase of production. There are six mills in the county operating 29 boilers. p "Last season, the processors completed (where necessary) the installation of scrubbing devices (to cleanse smokestack emissions). The scrubbers cut stack emissions by about 85 per cent in 1975 and the industry is to be complimented for that," he said. However, he noted, despite the scrubbers, figures show the decline in the average annual air quality has continued and now threaten to pass levels designed to protect the public welfare. Former county environmental control officer, County Commissioner Dennis Koehler said that shortly he will spearhead an effort to resolve discrepancies between public and industry air quality data. And, said Koehler, if public figures are accurate, it's time to move to protect the public health. "If in fact the national standard of 60 is being violated half the year, then this is cause for public concern," Koehler said. "We've got to find out which measurements are indicative of the air quality in the Glades.
