By Christopher Lehmann-Haupt (c) Nw York Tlmtt What if there were a compelling reason to salvage the Titanic from the ocean floor where she sank in 1912? What if a bunch of crazy kids were to build a homemade nuclear bomb? These are the questions toyed with by two apocalyptic thrillers that ought at least to serve to pass a boring day or a sleepless night. In "Raise the Titanic!" Clive Cussler premises that something extremely valuable was stored in a vault of the ship when she went down specifically, the world's only known supply of an element called byzanium, which is key to the United States ul-trasecret Sicilian Project. (Don't think Mafia; think chess.) The questions remain: Can the Titanic be found? Can she actually be raised? Will the Russians get wind of the scheme? Will they interfere? Will the co-designer of the project, Gene Seagram, win back his estranged and liberated wife or go gah-gah under the strain of the responsibility of it all? Will the byzanium really be in that vault once the ship is raised, and if not, what then? And Cussler who seems to have a fondness and expertise for sea adventures, judging from the titles of his previous books, "Iceberg" and "The Mediterranean Caper" does a good enough job of stringing out the answers to these questions to lull us into a state of adolescent fantasizing and keep us reading avidly. We must be lulled into a preadult stupor, otherwise we'd never put up with some of the dialog that Cussler has recorded in absent-minded moments. "This chasm between us has only opened in the last two years," says the liberated Dana Seagram to her husband, while trying to persuade him to give up the Sicilian Project for the sake of their marriage. "No" replies Gene firmly. "I created this project from nothing. My gray matter was its sperm. I must see it through to completion." But if Cussler is bad at people and talk, he is good at ships and gadgets and storms. And he makes the most of his Titanic fantasy, infusing his pages with the lore of the liner's past and milking to the utmost the possibilities of floating her once again. Indeed, the moment that she does burst to the surface is even quite breathtaking. Probably the strongest element of suspense in James Mills's "The Seventh Power" develops over whether the author can create an interesting scenario to illustrate the physicist Theodore B. Taylor's frightening message, presented by John McPhee in his book "The Curve of Binding Energy," that since it is now theoretically possible for almost anyone to construct a nuclear device, one of these days someone is going to do it. Plausibility is no problem for Mills, whose best-known previous books are probably his nonfiction work "The Panic in Needle Park" and his novel "Report to the Commissioner." All it takes to bring New York City to the edge of doom is a mixed-up young woman named Aizy, who happens to be a genius at math and physics; a black bourgeois classmate of hers at Princeton with messianic ambitions to alter the world's food distribution, and a Harlem street tough who knows where plutonium can be heisted. In no time at all, we are fairly well hooked . . . and rooting for the police and the FBI men and a representative from the Atomic Energy Commission to save our beloved slums from a fate worse than Hiroshima.
