Election time is full swing for our Shelia by Jenny Ringo City election time is in full swing for Sheila Brand, Kerrville City Clerk, whose primary responsibility this time of year is to make advance preparations to insure that 'the April 7 election on three City Council members and 42 amendments to the City Charter runs smoothly and without a hitch. Having already supervised four previous city elections since she began her clerking duties in of 1980, Brand -approaches the task with a 'certain feeling of dread, in advance all her other duties must be juggled or even put off until election preparations completed. She is the one person on the city staff who must know all the rules, must assure that as well as all other selection supplies are and in short, know everything is to know about a ci- I'-ty election. i Brand recently attended a four day pre-election for city clerks and in San Antonio, she learned changes the election laws that occurred since the election. She says'the Iseminar, which she at- Itends every year, is a part of the job of the election work.

One of the law changes Suggested by the state, Iwhich has not been cleared rby the Justice Department is expected to be, will add even more work to her job. change states that the -number of election ballots available must equal the number of people who in the last election, plus 25 percent. This creates the job for Brand to pour over the voter registration files, picking out the city residents from the county residents, determining how many city residents voted, and then adding the 25 percent. During the past six years there have been no specifications as to how many ballots must be printed, but the mixup in ballots available during the last Dallas city election caused the state to ask for the change. Another of this year's law changes requires all city officeholders to file a Campaign Contribution and Expenditure Report by January 15 of each year, which Brand keeps on file and is available to the public upon request.

This January report is in addition to similar reports that must be filed by anyone seeking office seven days before the election, seven days after the election and 30 days after the election. The maximum wage scale for judges and clerks was raised this year from $4 to $5, though the City of Kerrville elected to increase their workers from last year's $4 to $4.40, a 10 percent increase. D.W. Bennett will serve as judge for the April election. He will be assisted by an alternate, who has not been named, and eight clerks.

Four of the clerks will assist voters in signing the roster at the Kerrville Municipal Auditorium where voting takes place, and four more will count the votes. The clerks will be named by Bennett. Another new law change requires that all voting places must be accessible by the handicapped by January 1,1988. Kerrville has no problem with this change, as the auditorium is already accessible. Residents of recently annexed property are no longer required by law to wait a specified period of time before being eligible to vote in city elections.

However, Brand began her election year duties in January lay reviewing the previous year's actions of the City Council in reference to annexations, because she must get all these actions pre-cleared by the Justice Department. The Department must determine that minority voting strength will not be diluted by annexation of property, and if it is not pre-cleared, the residents cannot vote. Brand has already ordered many of the needed election supplies, though the ballots cannot be ordered until after the March 7 filing deadline, and they must be printed and available for voters by March 19, when absentee voting begins. Absentee voting will be held in her office until April 3. Shortly before the filing deadline, she must post a notice on the bulletin board announcing the drawing of how the names appear on the ballot so the candidates can attend the drawing.

When the ballots arrive, she must count them and certify the number, which will be entered into the City Council minutes. "Lots of City Clerks take the ballots to the Council meeting, and let the Councilman help with the counting," said Brand. "Our guys just don't know how lucky they are." We think we can get a glimpse of the old Klu Klux hall atop one of the hills, but the main portion of greater Kerrville lies to the right of the picture. Our staff had a great time studying this with a magnifying glass, and discovered stacks of rifles in front of each tent, horse drawn field artillery pieces, with the guns under tarps, a field hospital by the water tank and residents of the area sitting in their front yards watching all the excitement. Apparently the picture was made at noon, for you see no shadows, nor soldiers, who must have been at lunch.

Perhaps this answers the questions we have been hearing about finding pieces of old artillery shells in the area, and we have enjoyed a wonderful picture of some of the units driving down Water Street in front of Ruffs Cafe. Featherston has finished championships on Chihuahuas, wirehaired Dachshunds, Italian Greyhounds and Papillions. She has also shown Dobermans, Wire Fox Terriers, Poodles and Borzois.

She is a member of the San Antonio Kennel Club and the Mission City Stewards Club. The third annual All- Breed Fun Match, sponsored by the Hill Country Kennel Club of Bnndera, will be held nt the St. Albert Hall Gym, W. Kronkosky Boerne, with obedience and junior showmanship judging to being at 10 a.m. Pro-entry closes at noon Friday, Feb.
