Both sides filed legal papers in the case Friday. The hearing is the latest chapter in a dispute that has threatened to become an embarrassing election- year issue.

Last month, a House subcommittee investigation con- eluded a crime had been committed, and it urged further inquiry by a court-appointed special prosecutor. While the Reagan campaign possessed various Carter campaign documents, the Justice Department said, an exhaustive investigation turned up "not one shred of information linking an official covered by the ethics act to any crime. "Surely, this court would not have the Department of Justice launch a criminal investigation, under the ethics act or otherwise, whenever it becomes apparent that someone outside the government has obtained access to unclassified government documents," the government's legal papers said. At his news conference Thursday, President Reagan said no one in his 1980 campaign saw or obtained a briefing book prepared for Carter before the -pre-election debate with Reagan. In his legal papers.

Banzhaf said the courts "now have the opportunity and the obligation to play the same vital role they did in Watergate when the executive branch was pretending to investigate itself. "It is hard to see why an independent counsel should not be required to investigate all of The impartial administration of justice, the lessons of Watergate, and a reasonable reading of the statute and the congressional intent behind it demand no less," Banzhaf said. Banzhaf, who challenged the attorney general's refusal to seek the independent counsel, said "the very danger Congress foresaw delay motivated by political considerations to avoid harming incumbants' chances of reelection has already occurred. "To allow the election to be held with these allegations hanging over the heads of so many who play a key role in the current administration is far more serious than the danger of having an independent counsel look into and finally resolve a scandal and a cancer in the Justice Department," he said. Reagan Hits that were fastened on previous offers of a summit. The White House Friday was trying to portray the president as far more willing than ever to meet with Chernenko but to accomplish something beyond "saying hello." or "shooting the bull." Reagan's answers to repeated questions on a summit noticeably avoided the three catchphrase criteria that had been used regularly before to indicate U.S. opposition it must be "carefully prepared." have a "reasonable chance for success" and produce "tangible results." In another foreign policy move, deputy press secretary Larry Speakes told reporters that the United States is ready to make a counteroffer to Moscow "in the very on its proposal to ban anti-satellite weapons. "Within the very near future we might be able to enter into discussions with the Soviets" on certain aspects of space arms control, said. The Washington Post, in today's editions, reported that the 'administration is considering four options for limited agreements with the Soviet Union to control anti- satellite weapons, short of a ban on such weapons.

The Post, quoting administration officials, reported that the options include restricting each nation to one type of satellite interceptor, banning weapons that can destroy high- altitude satellites, devising an "incidents in space" agreement that would bind both nations legally not to interfere with each other's satellites and "confidence-building" measures that would give each nation more information about the other's activities in space. His arrest was ordered one day after he addressed the U.S. Congress in July 1976 and detailed human rights abuses committed by the military regime that prompted Washington to cancel military and economic aid to Uruguay. He is accused of links with subversives, endangering the country by encouraging foreign powers to attack, and demoralizing the armed forces. In a communique broadcast repeatedly on television and radio Friday, the armed forces warned citizens to stay away from the welcoming rally for Ferreira, the Blanco party's candidate for president in the Nov.

NRCSays The NRC investigation revealed that GPU officials changed one conclusion of the Keaten report that essentially stated that GPU staff had, indeed, violated NRC requirements concerning operation of the valve. The conclusion stated "the plant had operated in violation of this (NRC) requirement for an extended period prior to the NRC investigators said GPU officials changed this statement by deleting any reference to a "violation" of NRC requirements.

The NRC investigation revealed that not only had GPU violated the NRC requirement, but its response to the NRC's notice of apparent noncompliance was "contrary to the preponderance of evidence" in CPU's possession. GPU responded to the NRC notice of apparent noncompliance by stating that GPU workers had not known prior to the 1979 accident that the valve was not operating in accordance with NRC regulations. "In summation, it appears that (CPU's) response in addressing this statement of noncompliance was drafted to support a company position with little or no attempt to resolve or address conflicting information," the NRC staff report said. The NRC staff also said their investigation revealed that GPU President Herman Dieckamp played a role in adding information to the Keaten report that "highlighted" blame for the 1979 accident on Babcock Wilcox maker of the Three Mile Island reactor. The addition criticized Babcock Wilcox for not telling GPU officials about a pre-1979 incident at Ohio's Davis-Besse nuclear plant involving malfunction of a key valve.

Police reported as many as 19 trucks were hijacked by the rival militiamen before authorities halted traffic for an hour across the Green Line, which divides Christian east from Moslem west Beirut.

A factional security committee stepped in to deal with the new tactic, and police reopened the corridor following assurances that more trucks would not be hijacked, a militia source said. Police had no immediate explanation for the hijackings. A source close to the negotiators said. "Militiamen on the west side of the Green Line hijacked a truck loaded with sand, saying the other side would fill the sand into bags and use it in fortifications." "Word got to the east side, and they stopped and hijacked a westbound truck full of gravel for the same reason." The Voice of Lebanon radio said the Syrians deployed a new battalion of Soviet-made T72 tanks along the Bekaa frontline. Trucks loaded with ammunition were seen arriving in the valley after crossing the Syrian- Lebanese border, it said.

Iran had initially rejected the resolution as biased toward Iraq.

"The world's economy is tied here," Rafsanjani said. "We don't want these things (strikes on shipping) to happen." Tehran has warned it will retaliate against any nations supporting Iraq and has attacked neutral ships in revenge for Iraqi strikes on ships leaving and entering Iran's Kharg Island oil terminal. At least 37 tankers and ships have been damaged by Iran and Iraq. A Kuwaiti tanker, the Kazimah, was the last vessel hit. Kuwait accused Iran of carrying out the June 10 attack.

In New York, Iran's ambassador to the United Nations, Said Rajaie- Khorassani, condemned the alleged shelling of the hospital by Iraq as a "clear violation" of the cease-fire. The ambassador spoke to reporters after the Security Council, meeting in closed session, endorsed Perez de Cuellar's establishment of two teams of U.N. observers "ready to proceed" to Iran and Iraq to verify any violations of the limited cease-fire. The verification teams will be small, each kept to three military officers and one civilian official, Perez de Cuellar told the U.N. Security Council in a letter.

A nice touch is the piano playing as the play begins, "Nearer My God To Thee," which the passengers of the Titanic reportedly sang as the ship sank. "There were multinational corporations trying to break the unions and the unions survived." Management negotiator Gary Moss said, "After this strike, and with the stance management took, strikes will be minimal in the future. Las Vegas will have labor peace." The longest strike in Nevada gambling history was launched April 2 by 30,000 culinary workers, bartenders, stagehands and musicians who walked out at 50 hotel-casinos. Statistics showed the strike cost Las Vegas more than $70 million in tourist dollars and another $40 million in gross revenue at the gambling tables. All but 2,600 strikers returned to work more than a week ago when picket lines were removed June 6 "as a show of good faith" while musicians and stagehands negotiated. Unions had negotiated piecemeal contracts hotel-by-hotel.

During the strike, riot police jailed almost 900 strikers when they harrassed tourists and disrupted traffic on the Las Vegas Dynamite bombs exploded in "strip" hotel parking lots and swimming pools, stink bombs routed highrollers from casinos and a swarm of bees was discovered once in a suitcase left inside the MGM Grand casino. The strike crippled, but never closed, the multimillion dollar gambling spas which line the Las Vegas "strip" for a distance of five miles. The stagehands ratification on Friday did not end the labor dispute for 1,400 culinary workers and bartenders employed at five off-strip casinos as well as the bankrupt Marina Hotel where their contract was voided by a bankruptcy judge prior to the mass walkout 75 days ago. No talks are scheduled with those off-strip resorts. Mondale Talking friends in Colorado I don't quit," he told a cheering crowd packed into a convention center meeting room.
