Ltd. on Monday recalled about 165,000 Sentra cars because of a potential shoulder seat belt problem. The company said the driver and passenger side shoulder belts on 1990 models could become frayed because of faulty operation of a belt guide. The Japanese automaker is notifying owners of affected vehicles by mail.

Inspection and repair work will be done for free. Otis Elevator Idles 125 In Bloomington BLOOMINGTON, Ind. Otis Elevator Co. blamed a sagging market for the layoffs of 125 workers, or about one-eighth of the workforce, at its elevator and escalator plant in Bloomington. "The layoff is due to decreased business volume," Robert Pentland, the vice president in charge of the plant, said.

"The continued weakness in the North American construction industry has resulted in fewer orders than we expected." Otis, a subsidiary of United Technologies, employs about 1.000 people in Bloomington. Stock Manipulation Case Overturned NEW YORK A federal appeals court overturned the 1989 conviction of GAP Corp. and a top executive for stock manipulation, ordering what would be a fourth trial in the Wall Street fraud case. In a 2-1 ruling issued Monday, the 2nd U.S. Circuit Court of Appeals found that the trial judge committed errors that deprived attorneys for GAP and vice chairman James T.

INB Completes Acquisition Of Salem Bank INDIANAPOLIS INB Financial Corp. has completed its purchase of Homestate Bancorp parent of The State Bank of Salem, the second-largest bank in Washington County. Closing documents were signed in the $6.1 million cash acquisition of all outstanding shares and warrants of Homestate, INB announced.

Homestate operated banking centers in Salem and Hardinsburg. It had year-end assets of $73.7 million. The State Bank was taken over by Homestate in 1986. INB, the largest Indiana-based multi-bank holding company, also operates affiliates in Indianapolis, Lafayette, Jeffersonville, Chesterton. Evansville and Fort Wayne.

FDIC Offered More Borrowing Authority WASHINGTON (AP) The Bush administration is offering the Federal Deposit Insurance Corp. even more added borrowing authority than it requested to stand behind the dwindling insurance fund for bank deposits. The administration borrowing plan, which likely will be forwarded to Congress this week, would provide an extra $25 billion if needed. That is $10 billion more than the $15 billion requested three weeks ago by FDIC Chairman L. William Seidman.

The plan seeks to avoid a taxpayer bailout of the FDIC fund by having banks repay the money borrowed from the Federal Reserve through insurance premiums charged by the fund. ''It's very good. They took our plan and they improved it," Seidman said Mondav. "The fact that we're actually borrowing money and raising funds to pay it back at the same time is something that ought to appeal to all of those that want to protect the taxpayers." However, if the banking industry deteriorated beyond expectations and was incapable of repaying the loan through additional premiums, taxpayers would be at risk. Any losses suffered by the Federal Reserve would reduce the amount of revenue it forwards annually to the Treasury.

By borrowing from the central bank rather than the Treasury, the FDIC avoids inflating the budget deficit unless the fund defaults. The FDIC would pay interest to the Fed equivalent to the comparable rate charged on Treasury securities. FDIC bank premiums, currently at 19.5 cents per $100 of deposits, would be capped at 30 cents. Disclosure of the administration plan came in a letter, dated Friday, from Treasury Undersecretary Robert R. Glauber to Seidman.

Glauber said the borrowing plan will be included in the administration's sweeping proposal to overhaul the banking system. Rep. Frank Annunzio, D-I1L, told his House Banking subcommittee on financial institutions Monday that he expected the administration to provide a draft of its legislation today. While Congress debates the measure, Seidman has said he intended to borrow up to $10 billion under the FDIC's existing authority if necessary. Without the borrowing, the fund, which sank to $8.4 billion at the end of 1990, could run out of money by the end of this year, according to projections by the Office of Management and Budget and the Congressional Budget Office.

In addition to the $10 billion, the FDIC currently has a $5 billion line of credit with the Treasury. As a backup, Seidman had requested an additional $15 billion in authority, without specifying the source. Instead, the Treasury is asking Congress for an additional $25 billion and specified the Federal Reserve as the source. Treasury officials have said they wanted any plan to shore up the FDIC to provide enough money, even if the recession turns out to be worse than expected and causes more bank failures than anticipated. Joseph Coyne, a spokesman for the Federal Reserve, said officials there had no immediate comment on the plan.

However, a senior official of the central bank, who spoke on condition of anonymity, said the Fed board likely would reluctantly go along. MCI Announces 'Friends Family' Discount Plan NEW YORK (AP) MCI Communications Corp. announced a discount plan Monday that cuts telephone rates by 20 percent to the people they call the most, as long as they also are MCI customers. Called Friends Family, the plan is aimed at increasing phone use and luring additional customers to the nation's second-largest long distance phone company. Under the plan, customers will call or mail in to MCI a list of up to 12 people they call frequently.

If those people are not MCI customers, the customer has the option of notifying those people to switch to MCI or to let MCI do the notification. The 20 percent savings is in addi- tion to other MCI rate-reduction plans, the company said. The plan involves no monthly fee or minimum number of calls. The discount also applies to calls made away from home using an MCI calling card. Congress Enters Battle Between Square And Schneider A. CHICAGO (AP) Nineteen U.S. congressmen are siding with electrical equipment manufacturer Square Co. in a hostile takeover battle that could hasten a shift in industry standards.

The senators and representatives support a Justice Department review into an unsolicited tender offer from Schneider S.A. of France that Square officials say violates antitrust laws, the company said Monday. "We believe the unsolicited hostile Schneider offer raises substantial legal questions under U.S. antitrust laws." Square chairman Jerre L. Stead said in a statement.

A Schneider spokesman in New York said the company had no comment on the lawmakers' letters or on the antitrust issue. The takeover battle has drawn attention throughout the electrical industry because of the impact it could have on industry standards. U.S. manufacturers of motor controls previously have built their equipment according to standards established by trie-National Electrical Manufacturers Association, a Washington- based trade group. But in recent years, a shift has been seen toward standards established by the Geneva-based International Elec- trotechnical Commission and used by European competitors.

As much as 20 percent of the estimated $2.5 billion annual sales for electric motor control equipment now are under the European standards. Some experts say the shut in standards could accelerate if Schneider succeeds in its takeover attempt. Schneider's chief executive officer said if the takeover is completed Square would follow the preferences of U.S. customers, but might gradually move to the European standard. "We think the IEC will be the international standard, and it will gradually grow in this country," Didier Pineau- Valencienne said during a recent visit to Chicago.

"The evolution is in our favor and not in NEMA's."
