The county revoked the building permit for the guest house after the health department revoked the septic tank permit. When the building department last year condemned the buildings, Ramirez appealed to the Construction Board of Adjustment, which upheld the county's decision. Ramirez later appealed the decision in court. A panel of judges in December ruled in the county's favor because Ramirez did not submit transcripts from the board hearing. "I did my best to explain it to them," Ramirez said, adding he could not afford an attorney and that an architect and two engineers he hired said the buildings were sound.

Their reports did not consider all aspects of the code, such as the building's ability to withstand winds in a hurricane, county Construction Services Coordinator Tim Lynch said. Ramirez said he has been the victim of political pressure to tear down the building, particularly from Commissioner Karen Marcus, whose district includes Ramirez's neighborhood. After receiving several complaints, Marcus in 1993 urged code enforcement board members to demolish the additions. "You can't imagine how bad it looks until you see it in person," she wrote, likening it to a parking garage. Officials at The Benjamin School across the street have complained the unpainted building is an eyesore, and other neighbors said trash on the site has lured rats and roaches.

Call for assistance. q-Modeen; Funeral Home Established in 1W9 Street, Jupiter, Fl 33458 (561) 744-2030 By ELISA CRAMER Palm Beach Post Staff Writer Four years have passed since dozens of neighbors and a county commissioner begged a code enforcement board to raze swiftly the two-story, concrete-block "monstrosity" that had sprung up their midst. Wednesday, they got their wish. Cushing Demolition, hired by Palm Beach County, began removing ladders, steel beams, marble and other materials Edgar Ramirez hoped to use on a guest house behind his home on Ellison Wilson Road in suburban North Palm Beach. Ramirez in 1988 began building the guest house and a garage, planning to spend $120,000.

The garage is attached to the two-bedroom house he has shared with his 77-year-old mother, Ines Ramirez, since 1979. The guest house is a few feet behind the home. After numerous complaints from neighbors that the buildings had been left incomplete since 1992, the county in January 1996 condemned the additions and ordered the demolition. "I think they're committing a crime," Ramirez said. "Since I've lived here, I have never stopped maintaining it." The condemnation came after a series of code violations, including: A May 1992 citation for having sheds without proper permits and for having junk vehicles, trash and construction debris on the lot.

The problems were later corrected. Revocation in June 1992 of the septic tank permit, which had been approved by the county CLASSIFIED JOHN ANDREWS, SR.
