IHt HALM BEACH POST TUESDAY, SEPTEMBER 8, 1992 Judge rated 'well qualified' despite rights controversies the College of William and Mary law school, called "disturbing and alarming mistakes for a person with such substantial legal experience." In one case, a group of black men was suing after being mauled by police dogs. "It might not be inappropriate to carry around a few scars to remind you of your wrongdoing in the past," Ryskamp told the men, who had been suspected of prowling. One man was never charged Church and, as an attorney, he provided free legal service to churches and Christian schools. Few question his general competence. The majority of the American Bar Association's judicial evaluation committee rated him "well qualified" to sit on the 11th Circuit, the committee's highest grade.

But Ryskamp drew intense criticism for remarks and rulings against civil rights plaintiffs that Michael Gerhardt, a professor at Riviera Country Club of Coral Gables for 24 years. Ryskamp's decision to set aside a jury verdict that favored the dog-bite victims was reversed by the 11th Circuit. Ryskamp also belonged to the JUDGEfrom IB police officers pleaded guilty or were convicted of crimes ranging from murder to drug trafficking. "Judge Ryskamp did an absolutely superb job presiding over the long proceedings in the case," Miami attorney Roy Black wrote Sen. Joseph Biden, chairman of the Judiciary Committee, during Rys-kamp's confirmation hearings. Theology fascinates Ryskamp.

I'll give you 13 minutes." About working on the holiday he said, "Well yeah, but you're not supposed to have hurricanes, either." Lisa Kandel of Palm Beach Gardens said the hor- ror of what happened in south Dade County was too much to ignore. "To me it's not labor," she said. "We were just so fortunate.
