As a result of changes in Eastern Europe, the defense dynamic of the Western alliance is shifting. She and her government have been committed to holding onto NATO's 25-year-old "flexible response" strategy, which gives field commanders the ability to use tactical nuclear weapons to repel a massive land invasion from the east. The United States pushed through an adoption of a new "last resort" strategy, which takes the nuclear triggers out of the hands of field commanders, but still allows for a tactical nuclear response to an invasion. Thatcher's problem is that, if Germany refuses to allow any new nuclear missiles on its own soil, her only real option is to build up Britain's own nuclear arsenal. She and her Conservative Party do not relish selling this to British voters at the next election, which is already shaping up to be the party's biggest test in 15 years.

One potential solution, the one which Bush and Thatcher put on the table, calls for the development of a new jet, which would carry a new generation of short-range nuclear missile. It would be based in Britain and flown by joint U.S.-British-Gerrnan crews. The missile would be the new TASM (tactical air-to-surface missile), which has a range after launch of about 400 kilometers and can carry up to a 100-kiloton warhead. Plans now call for the missiles to be carried on F-15E Strike Eagle air4craft and possibly on the new, as yet undeveloped, Euro fighter. From bases in Britain, the planes would fly east to their maximum range, which would put them over Poland, Czechoslovakia or Hungary.

At that point they would launch their missiles, which could then reach far into the Soviet union Leningrad, Minsk and Kiev. Their range would be far short of Moscow, however. The Pentagon has given the Boe- ing Company the go-ahead on developing the TASM. It is hoped the missile will be ready for first test firings by 1992, and ready for deployment Kohl could probably live with minimal German participation, although the pressure is also going to be on him to not only denuclearize German soil, but to back away from participation in any NATO nuclear-response strategy. For Bush, the question will be one of money.

Will Congress give the Pentagon funds to build a new generation of medium-range nuclear weapons (and planes to carry then) when their only real use will be in a tactical nuclear exchange, the likelihood of which becomes more remote each day?
