By JOEL ENGELHARDT Palm Beach Post Staff Wnter WEST PALM BEACH Even the old-timers on Clematis Street have a hard time remembering the last parade.

Had to have been the 1950s, when the crowds gathered on holidays or after high school football games, they say. Those days ended when the city added Flagler Drive in the 1960s. Big gatherings flowed naturally to the waterfront. On Saturday, city officials are bringing back the parade led by a New Orleans-style jazz band and adding a block party to celebrate the new look of Clematis Street. More than 5,000 people are expected.

The celebration will run from 6 to 11 p.m. and span the 100 to 500 blocks of Clematis. The street is new because the city and property owners paid $1.3 million to replace the sidewalks, trees and benches. It's also new because of new stores, many rushing to open for Saturday's party. Local bands 13th Floor (fusion), The Dillengers (rock), the Tucker Brothers Band (country) and the Tom Lippincott Trio (jazz) will perform on mid-block stages between the library and Florida Avenue.

One of those investors is Art; Samuels, who is taking a "dirty, nasty, hole-in-the-wall pawnshop" and turning it into a high-end jewelry shop with ties to wholesalers in Miami. "We get calls every day asking when we're going to reopen. This is one of the best piers for fishing, especially for snook." -I The pier was damaged by freak waves on Halloween in 1991. Although it had been a perfectly dear day in South Florida, the remnants of a hurricane churning in the North Atlantic sent waves crashing over the pier, destroying about 210 feet of the 960-foot "structure. Although structural repairs are xtone making it safe to walk on the pier there are still some finishing touches before the job is complete, said City Engineer Ray Some painting needs to be done, awnings installed and lights put up so the pier can stay open after dusk. But those repairs should all be finished by next -week, Smith said.
